Naval Sea Systems Command FINANCIAL MANAGEMENT ANALYST in Pascagoula, Mississippi

Salary by Grade Level: GS-09: $59,966 - $77,955 GS-11: $72,553 - $94,317 Responsibilities You will perform or advise on work in any of the phases or system of budget administration including formulation of budget and cost estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will identify, analyze, and resolve a range of budgetary problems such as development of alternative methods of funding. You will research guides to locate accounting, budgetary, and financial information and prepare summaries for use by managers. You will perform managerial or administrative work in connection with accounting systems, and analytical, forecasting, and interpretive functions associated with the management and control of resources or funds. You will coordinate directly with higher headquarters, other installations, program managers and functional personnel on financial and budgetary matters. Requirements Conditions of Employment Qualifications FOR GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing financial data to formulate budget and cost estimates; reviewing financial documentation for completeness; interpreting budgetary policies, or monitoring obligations and expenditures in support of organizational programs. FOR GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the formulation of budget and cost estimates; reviewing and evaluating budget requests and documentation; or preparing obligation and expenditure reports to support organizational programs. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience. FOR GS-11 GRADE LEVEL ONLY: Successful completion of a Ph.D. or equivalent doctoral degree; -OR- Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR- Successful completion of an LL.M. degree that is related to the position being filled; OR- A combination of experience and graduate education as described above that equates to one year of experience. FOR GS-09 GRADE LEVEL ONLY: Successful completion of a Master's or equivalent graduate degree; -OR- Successful completion of 2 full years of progressively higher level graduate education leading to such a degree; -OR- Successful completion of LL.B. or J.D., if related to the position being filled; -OR- A combination of experience and graduate education as described above that equates to one year of experience.
