Naval Sea Systems Command SUPV CONTRACT SPECIALIST in Pascagoula, Mississippi
Summary You will serve as a Supervisory Contract Specialist in the Contracts Department of SUPSHIP GULF COAST. Responsibilities You will establish contract milestones. Develop/review contract terms and conditions and recommend revisions, deletions, additions, etc. You will perform procurement and/or contract administration functions for the Contracting Officer at Supervisor of Shipbuilding, Conversion and Repair, Gulf Coast (SUPSHIPGC). You will direct and supervise the overall work of subordinates within the contracts department and assign work based on priorities and the capabilities of employees. You will award, negotiate, and administer delivery orders, spare parts and provisioning orders, orders against basic ordering agreements, and indefinite quantity contracts for supplies and services to support ships. You will determine procurement strategies (formal or negotiated) and contract type. You will receive and administer new contract awards, modifications, and administrative changes. You will prepare and disseminate contract briefs. Maintain database and tracking spreadsheets. You will prepare and maintain contract records and files documenting contract award, modifications, performance, compliance, change status, and delivery status. You will receive and review contractor proposals and price quotes. Negotiate simple and complex contractor proposals. You will prepare business clearances to fully document negotiations and justification for settlement. You will prepare Pre/Post Pricing Memorandums, Negotiation Summaries, Contract Review Board Memorandums, and Surplus Material Memorandum and Weighted Guidelines. You will prepare and disseminate timely reports to customers regarding contract status, compliance issues, modifications, change negotiation and funds status. You will receive, analyze, negotiate, and adjudicate claims involving cost issues raised by Defense Contract Audit Agency (DCAA) under DAR/FAR cost accounting standards. You will receive and review contractor rate proposals and develop government rate positions. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower level pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional contract specialist conducting contracting functions or activities (e.g. cost/price analysis, negotiations, solicitations, pre and post award processes, procurement, or contractor performance) for the construction, repair, maintenance, or sustainment of surface ships or submarines to ensure compliance with established laws or contract terms and requirements. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
