Columbia Basin College Procurement and Supply Specialist 2 in Pasco, Washington
Columbia Basin College ("CBC" or the "College") seeks a Procurement & Supply Specialist 2 to ensure the smooth procurement of supplies, services, and materials for all departments. This position oversees the procurement process, negotiating contracts, and maintaining the supply chain while supporting a conducive learning environment and essential student services. This position collaborates with vendors, enforces contracts and upholds CBC's standards of excellence and accountability in resource management while enhancing student educational experiences and outcomes. This position reports to the Director for Budget & Purchasing Services.

Primary Responsibilities:
- Determine appropriate course of action/procurement methodology for all assigned purchasing activities including, but not limited to, purchase cards, competitive bids, sole source acquisitions, requests for proposal or direct contract negotiations to provide a compliant procurement solution for our customers;
- Review, support and participate in contract development, negotiations, and reviews to address performance, pricing, termination, and contractual issues; continuously evaluate contracts and contractors to ensure adherence to terms and competitive pricing, thereby handling College funds effectively;
- Develop understanding of State and Agency procurement rules, policy, and guidelines to ensure CBC is maintaining compliance; perform routinely audits and develop written policy and process improvements as needed;
- Review and prioritize procurement requests, manage internal and external deadlines, ensuring compliance and validating funding sources; initiate change orders and supplemental agreements for goods and services, and evaluate documentation to ensure accuracy and validity;
- Provide campus community trainings and consulting related to purchasing related software systems, methodologies, established practices, and yearly planning to facilitate greater understanding and engagement in the purchases process and college-wide financial objectives;
- Conduct research for new sources of supply; locate and contact vendors and suppliers; establish relations with suppliers to stay current with industry developments to provide a best value to our customers; create and implement evaluation tools for vendors, services and products;
- Maintain comprehensive records including purchases, competitive solicitations, and internal metrics; assist in collecting, analyzing, and reviewing department key performance indicators, as well as planning, identifying, classifying, assigning, and working with commodity code classification for all items requisitioned by CBC on a recurring basis;
- Serve on multi-agency client committees to evaluate input relative to specification development and contract award to benefit CBC and the Community and Technical College system collectively as needed;
- Develop strong internal, external and public relationships; actively participate in workgroups and committees to enhance CBC, while also demonstrating a positive and flexible attitude to support departmental customer service expectations and goals; and
- Perform other related duties as assigned.
Required Qualifications:
Associate's degree in Purchasing Management, Business Administration or closely related field from an institutionally accredited college or university; and
