Naval Air Systems Command PROGRAM MANAGER in Patuxent River, Maryland

Summary You will serve as a PROGRAM MANAGER in the Procurement Group Acquisition Technology Division of NAVAL AIR SYSTEMS COMMAND. Responsibilities You will utilize your program management and developer experience to produce acquisition software tools, policies and procedures to improve the efficiency and effectiveness of acquisition management practices. You will serve as an expert on acquisition procurement tools and associated processes, with responsibility for advising and training the NAVY and NAVAIR workforce on using the acquisition tools, associated policies and processes. You will manage the AMS team and is responsible to provide direction for prioritization of design and development efforts on the software architecture, business process, best practice initiatives and acquisition software toolsets. You will be responsible for cost schedule and performance in software tool development and for maintaining readiness, and integrity of the Acquisition Management System and other acquisition software toolsets. You will provide advice and interpretation on the intent of new or revised tools policies or processes and guidance issued by higher authority and its potential to alter existing NAVAIR acquisition tools management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Thorough understanding of procurement process and has used AMS to manage this process within an organization; 2) Superior written and oral communication skills; 3) Extensive personal skill and diplomacy/negotiation expertise to resolve sensitive policy issues or make recommendations to the highest levels in the Command (Flag/SES), to include interactions with external higher level organizations; 4) Superior analytical skills to analyze audit reports, legislative material, regulations, directives, etc., to develop and promulgate effective policy/implementing guidance; 5) Guiding and leading teams and individuals in planning, preparing, and executing assigned work products; 6) Managing software development and deployment though total life cycle management, making recommendations on administrative, management and /or policy reform matters.
