Responsibilities Serves as an expert on inventory account processing, providing direction to the Defense Fuel Support Points (DFSPs) on matters relative to product accountability, system processes, and resolution of inventory accounting and billing discrepancies. Reviews Movements Under Investigation (MUI) reports for excessive in- transit gains/losses and ensures DFSP conducts causative research to determine the reasons for the excessive in-transit gains/losses. Monitors and analyzes the daily fuel inventory records for Defense Working Capital Funded DLA- owned petroleum inventory at assigned DFSPs for timeliness and accuracy. Works with several different fuel accounting systems and draws on practical work experience to resolve discrepancies between the various inventory systems and inventory account reconciliation problems. Ensures excessive daily operating gains/losses are investigated as they occur by the DFSPs and adequate explanations are documented. Requirements Conditions of Employment Qualifications To qualify for a General Supply Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilization of multiple fuel accounting database systems and programs. Execution of inventory management policies and practices and thorough understanding of the supply management process in performing independent analyses and resolution of highly complex issues. Performing inventory account processing, product accountability, and resolving billing discrepancies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is mostly sedentary, being accomplished while the employee is seated at a desk. Some walking and standing is required in the normal execution of duties. During visits to terminals and refineries, some climbing is required to witness storage tank inventories. The employee is required to use a Government computer to accomplish work assignments. Work Environment: Work is accomplished in a normal office setting, with adequate light, heat, and ventilation. The employee is required to exercise good office safety practices to avoid accidents. TDY is required to conduct customer assistance visits to assigned DFSPs. During customer assistance visits to DFSPs wearing a hard hat, safety shoes, and other safety equipment may be required and the incumbent may be exposed to inclement weather. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
