Summary This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent serves as the Force Management Data Branch technical leader for managing the Global Force Management Data Initiative model and designing and maintaining interfaces for related Enterprise Force Structure data agencies. Responsibilities This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. As a DATA SCIENTIST (FORCE STRUCTURE) at the GS-1560-14 some of your typical work assignments may include: Develops new methods, concepts, standards, and practices for data analytics, machine learning, and artificial intelligence matters across Global Force Management (GFM) processes to uncover actionable insights and provide shared situational awareness. Develops digital solutions required for GFM process automation, data pipeline management, and enabling data-driven decisions as directed by DoD leadership. Plans, coordinates, and executes complex studies using advanced data modeling techniques and procedures, data trend analysis, and data algorithms. Develops, maintains, and tracks reference models of enterprise and system architectures while identifying opportunities to improve DoD policies, processes, technologies, and systems to support global visibility of DoD force structure. Provides technical expertise on enterprise architecture, data integration, computer science, systems analysis and integration, modeling, and hardware/software support. Oversees and actively participates in the analyses of DoD CIO and DoD CDAO strategies, policies, and implementation strategies with respect to EFS data. Ensures GFM DI related systems and services are registered in appropriate DoD registries and comply with applicable standards. Leads working groups, study teams, projects, and activities to analyze data requirements and develop data policy, DoD issuances, concepts of operations and other documents with DoD-wide applicability. Requirements Conditions of Employment Qualifications You may qualify at the GS -14 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Evaluating impacts of new policies and procedures to determine the effectiveness in meeting goals and objectives of a department or division; planning, organizing, and presenting data science and data visualization techniques-based reports demonstrating data-driven insights to organizational leadership. Recognizing methods of scientific inquiry and analysis in providing guidance and direction for all data science efforts to support complex DoD-wide functions and processes; Applying software configuration management and data pipeline management principles for the development and management of technical artifacts and associated applications; Evaluating quantitative and qualitative methods and techniques to assess and recommend changes to Department of Defense (DoD) force structure data requirements, policies, and IT standards to support complex DoD-wide functions and processes; Identifying DoD or services military command structures, force structures, organizational relationships, Secretary of Defense Global Force Management, manpower and personnel systems, and associated system and data. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
