Summary see below Responsibilities The Executive Director to the Deputy for Acquisition and Systems Management serves as the senior advisor to the Deputy for Acquisition and Systems Management (DASM). Incumbent serves under very broad guidance and direction of the DASM. Incumbent has broad latitude, discretion, delegated authority and is responsible for planning, execution, monitoring, coordinating, and providing technical advice and overall guidance on policy concepts to assure proper formulation, supervision, and execution of Army post-awarded systems-related acquisitions. Emphasis is placed on resources, execution, review, program analysis to develop strategies and recommendations for the Program Executive Officers, Army Acquisition Executive, Joint Staff, Department of Defense, Congress, and international program stakeholders. Incumbent also plays an integral role in directing budgeting activities and assisting with the formulation and defense of the Army's Research, Development, and Acquisition (RDA) budget. On behalf of the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)), the Executive Director manages Nunn McCurdy breach notifications, which are statutory limitations of cost growth, in addition to special access programs. Incumbent is responsible for providing management oversight of over 600 acquisition programs valued in excess of $40B and oversees a workforce of 160 personnel; directly supervises personnel at the Colonel/GS-15 level. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must be able to obtain/maintain the appropriate clearance and access level for this position. This is a Critical Acquisition Position. This is a Key Leadership Position You must sign a mobility agreement. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. * TECHNICAL QUALIFICATION(S) (TQ) (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 page per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1: Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills. TQ 2: Ability to provide executive level coordination and administration of actions for defense acquisition programs, and managing and setting workforce standards for civilian and military personnel and enforcing compliance with various acquisition policies, to include but not limited to budget formulation and execution. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP), who have been certified by OPM must load your SF-50 or certificate (under other). ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION. By statute, 10 United States Code (U.S.C.) Section 1733, specific Acquisition positions, GS-14 and above, are designated as Critical Acquisition Positions (CAPs). All CAPs must be filled by individuals in the Acquisition Corps (10 U.S.C. Section 1733). Army Acquisition and Technology Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file. As a SES Level CAP, the following specific statutory and regulatory requirements summarized below must be met in addition to the managerial and technical qualifications specific to this position. There are three components to the assignment qualification standards for Acquisition positions that are CAPs: 1) Minimum years of acquisition experience requirement; 2) Tenure Position requirements, and 3) Position Education, Experience and Certification/Training requirements. Note: The failure to satisfy/meet some of these Acquisition requirements can be waived by the designated agency officials in the appropriate circumstances. Fulfill any specific requirements imposed by the Secretary of Defense. Note, exceptions and alternatives to the requirements stated above are as follows: 1) An employee may be exempt from the eligibility requirements above if the appropriate career program board certifies that he/she possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance and qualifying experience. 2) In accordance with Title 10 U.S.C. Section 1734, Tenure Position Requirements for filling a SES Level Acquisition Position are: Any person assigned to a CAP shall remain in that position for not less than three years. An employee may not be assigned or selected to fill a CAP unless the person executes a written agreement to remain in Federal service in that position for at least three years. The service obligation contained in such a written agreement shall remain in effect unless and until waived by the Secretary under the appropriate circumstances. 3) In accordance with Title 10 U.S.C. Section 1723 and 1734 (b)(4) and DoD statutory requirements (DoD 5000.52). The selectee for this position must meet the certification requirements for Program Management Advanced certification at the time of selection or be granted a waiver. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
