Department of the Navy/Assistant for Administration FINANCIAL MANAGEMENT ANALYST in Pentagon, Virginia
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF BUDGET in ASN (FM&C). Responsibilities You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will develop format and content to provide manager with various listing, reports, and data relative to status of funds and the propriety of obligations. You will ensure the financial integrity; timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will promulgate approved financial management policies within the organization based on DON policy and develop and issue implementing procedures. You will prepare or review responses to reviews or audits (i.e. FMB, GAO, DODIG, etc.). Requirements Conditions of Employment Qualifications GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating the preparation of program and budget decision summaries, budget guidance manuals, and/or overview materials for senior leadership. Experience in maintaining financial control systems for funds distribution, budget execution controls, and performance of internal control efforts to ensure compliance with fiscal laws and policies. Experience developing and managing calendars of budget events, tracking performance improvement initiatives, and aligning program objectives with the long-term strategic goals. Experience partnering across organizational boundaries to coordinate budget review processes, issue paper generation, and reclama submissions. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting and applying financial policies, procedures, and federal regulations. Experience preparing and delivering high-level briefings and presentations to senior leadership. Experience in developing, interpreting, and applying financial management policies. Experience conducting thorough budget reviews and analyses, identifying potential issues, and proposing actionable solutions. Experience collaborating across departments and build strategic partnerships to support the development and execution of budget policies and strategies.
