Summary About the Position: Serves as Management and Program Analyst in the Office of the Assistant Secretary of the Army for Installations and Environment (ASA (IE&E)), located at the Pentagon, Arlington, Virginia. Responsibilities Participate in and provide analysis for development, evaluation, and validation of requirements and resources valued in the billions of dollars annually. Provide authoritative technical advice and guidance to the organization on the Planning, Programming, Budgeting, and Execution System (PPBES) process. Applies expert analysis across a wide range of qualitative and quantitative analytical methods. Support the preparation of background materials that incorporates historical data, and factual analysis to prepare information papers and talking points. Identify potential questions, answers and assembles background materials to prepare leadership for testimony. Specialized Experience includes providing authoritative analyses and guidance on a range of high level programming and budgeting issues; planning, evaluating, coordinating, and integrating activities with other high level staff elements; presenting and defending senior leader priorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). GS-15 Specialized Experience: One year of specialized experience which includes developing alternative courses of action to organizational problems; reviewing program requirements and/or funding for assigned programs; performing data analytics of an installations data using automated systems, such as: GFEBS, cPROBE, Advanna and TRM; translating quantitative and qualitative data analytics in support of senior leader decision making. and presenting recommendations and/ or conclusions to senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Influencing/Negotiating Oral Communication Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
