Department of Defense Education Activity Program Analyst in Pentagon, Virginia
Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Establish and nurture relationships with national, state, local, and military leaders with vested interests in improving quality of life for service members and their families. Present DoD positions, influences, negotiates, and secures support and joint solutions for actions in areas of concern. Provide expert consultation and guidance specific to programmatic data and financial analysis for all assigned contracts. Chair/facilitate technical evaluation panels/teams and oversee the creation of consensus documents. Serve as the Contracting Officer's Representative (COR) for a multimillion-dollar worldwide program that provides support for military service members and their families. Expert on contract terms and conditions, monitor contractor performance, review deliverables and invoices, and prepare appropriate documentation relative to negotiation and pricing actions. Develop strategies supporting implementation and administration of strategic plans and procurement contracts. Expert on contract requirements in the development of contract quality assurance, surveillance and performance assessment plans. Provide technical expertise relevant to the requirement (contract) overseen in order to monitor the technical and performance aspects of the contract. Provide expert consultation and guidance specific to the development and deployment of contract action reports and satisfaction feedback, in addition to providing expert consultation on all research projects relevant to assigned contracts. Specialized Experience GS 14: One year of specialized experience which includes evaluating projects, proposals and/or programs for resolution of complex policy questions; developing strategic plans for implementation and/or administration of procurement contracts; recommending contract and/or budget alternatives; developing reporting procedures; and creating data displays depicting the status of programs and/or contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Influencing/Negotiating Manages and Organizes Information Planning and Evaluating Technical Competence Time in Grade Requirement for GS 14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). A writing sample may be required by management within the interview process.
