Immediate Office of the Chief of Naval Operations SUPERVISORY PROGRAM ANALYST in Pentagon, Virginia

Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the INSTALLATIONS DIVISION of IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will serve as a principal advisor to OPNAV Leadership concerning OPNAV N4 installations Base Operating Support, Quality of Service initiatives and the Radiological Controls Office. You will provide oversight, strategic guidance, governance and programming for the delivery of Base Operating Support services and Navy Radiological Control services. You will serve as a branch head and perform supervisory duties such as planning of work, evaluating performance and providing mentorship. You will develop program plans that establish long range direction with regard to resource requirements and capability output You will provide technical assessment advice and assistance to the program managers to determine optimum distribution of resources. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing program preparation, analytic ability, and planning assessments for DoD; 2) Applying knowledge of Defense Installations functions, business practices, strategic sourcing polices, contracting, and Planning, Programming, Budgeting, and Execution System (PPBES) processes. Evaluating legislation and policy statements in order to propose changes to DoD regulations and program actions; 3) Creating assessment reports and identifying causative situations to recommend corrective actions for problems of significant complexity where differing opinions may be strong; and 4) Utilizing effective written and oral communication to present recommendations and briefs to Senior Officials.
