This Opportunity

WSP USA Environment & Infrastructure is currently seeking a Regulated Substances Due Diligence professional with five-plus years' experience to support the environmental practice of our Peoria, Illinois team. The successful candidates will have a solid educational background and must be self motivated with a professional attitude.

As a Preliminary Environmental Site Assessment (PESA) developer, you will work with a fast-paced team of Scientists and Engineers working on Illinois Department of Transportation (IDOT) projects Statewide. We are seeking a PESA developer with experience in IDOT Preliminary Environmental Site Assessments (PESA), Preliminary Site Investigations (PSI), and general knowledge of IDOT Policies regarding non-special, special, and hazardous wastes. This role will be a full-time role at the Peoria, Illinois office, assisting the IDOT Bureau of Design and Environment (BDE). The qualified candidates must have experience, knowledge, or interest in the following environmental activities

Your Impact

Due Diligence Professional and Regulated Substance PESA Developer

Services are required to conduct preliminary environmental site assessments (PESAs) on behalf of the IDOT BDE. The work will include preparing PESA reports, and other similar due diligence efforts, in accordance with the procedures of the Illinois State Geological Survey (ISGS) PESA program. This includes tasks typical of a Phase I environmental site assessment (ESA), including but not limited to researching historical property information, reviewing regulatory files, and conducting site reconnaissance to identify recognized environmental conditions (RECs) along IDOT project corridors. Results are compiled into a standard report format for delivery to IDOT.

IDOT BDE will assign a target completion date to each PESA request signifying the date by which IDOT desires to have the final report completed.

The candidate should be prepared to conduct between 10 and 15 evaluations annually. The PESA Developer will be assigned due diligence projects directly by the ISGS PESA program manager at the direction of the department and will act as supplemental extensions of the ISGS PESA program team. Deliverables prepared by the consultant will be submitted to the ISGS PESA program for technical review prior to finalization and delivery to the IDOT BDE via ISGS.

The candidate should meet the definition of an environmental professional listed in the AAI Final Rule at 40 CFR Part 312 and should be intimately familiar with PESA specific details. Orientation for consultant staff will be provided by the ISGS PESA program and the department. These services are anticipated to extend through the full duration of this project.

Candidates with knowledge and experience with the following IDOT BDE forms is a plus:

  • BDE 2730 - Regulated Substance Pre-Construction Plan (RSPCP) reports for firm and monitoring personnel qualifications, contractor health and safety, and project accordance with SSRBC Section 669

  • BDE 2733 - Regulated Substance Final Construction Reports (RSFCR) reports used to ensure the construction work and regulated substances management was completed in accordance with SSRBC Section 669 and the approved BDE 2730 (RSPCP).

  • BDE 2289 and 2290 forms used to ensure proper protocols are followed for borrow material (2289) or site use/waste disposal (2290)

Potential Additional Responsibilities

  • Coordinate and execute field sampling events, including soil, surface water, and groundwater sampling events in various site settings.

  • Provide field and technical support for environmental investigations/remediation projects requiring drilling oversight, remedial construction, and reporting.

  • Collect and interpret technical data. Prepare boring logs, tables, charts/graphs and figures.

  • Assist in writing work plans and reports in a concise technical manner.

  • Develop statements of work for subcontractors

  • Supports various WSP Project Managers and technical staff in the execution of project work

  • Provide support for Due Diligence activities (Phase I/Phase II Environmental Assessments)

  • Execute specific defined tasks in accordance with industry standard practice or federal or state government regulations and guidelines such as Leaking Underground Storage Tank (UST), US EPA, CERCLA, RCRA, Tiered Approach to Correct Action Objectives (TACO), etc.

Who You Are

Required Qualifications

  • Minimum of a BS in Environmental Science, Geology or Engineering required

  • 40-hour OSHA training

  • Must be proficient in fundamental geologic skills: field notes, boring logs, contouring, graphing, lithologic descriptions, and cross-sections

  • Academic training or experience in hydrogeology a plus

  • Ability to follow procedures and protocols for implementing data collection and other field tasks.

  • Ability to define and solve problems and ability to execute field tasks

  • Requires willingness to work outdoors collecting environmental information

  • Willingness to expand skill set and work on projects/tasks outside the area of specialization

  • Ability to work effectively with team members as well as independently

  • Strong writing skills for field notes and technical reports

  • Willingness to travel on occasion.
