SUMMARY OF DUTIES: Participate in the planning, schedule development and implementation of the annual and long-term programs for capital track maintenance projects for IMCS Production and Major Capital Support Projects. Manage a roughly $100M annual capital production program(s) and responsible for the completion of the program within the scope, schedule and budget, as well as in compliance with Amtrak and FRA policies, standards, and procedures. Execute Production program(s) with the assistance of Capital Delivery, IPRC, and System Engineering departments that align with Amtrak State of Good Repair and Major Capital needs. Communicate Amtrak's corporate vision and goals; oversee the implementation of corporate, departmental, and federal safety rules, policies, and procedures; and maintains accountability for the safety performance of all subordinate employees. Provide leadership to managers and the workforce to promote safe work practices and improve the overall safety culture. Direct the workforce planning for gang size and equipment requirements for the safe and efficient operation of the production units. Responsible for the integration of other construction and division projects to ensure effective implementation and efficient track usage to reduce train delays. Monitors and records productivity to ensure efficient use of all resources and makes the necessary adjustments and procedural changes as required. Coordinate with the design, planning, and operations departments to ensure they are properly informed of project status, and required resources are available from within and outside of the department. Work closely with the DCE Production for setting goals and objectives for the production teams to provide for efficiencies and continuous production improvements. Ability to interact and deal effectively with individuals and groups with diverse technical and non-technical backgrounds, and for all levels of management. Maintains a teamwork environment within all peers as well as the engineering department's internal customers. Oversees the development and implementation of assigned department goals, objectives, policies and priorities. Experience working with labor unions.

MINIMUM QUALIFICATIONS: 11+ years of practical Railroad experience. Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. In lieu of education a minimum of 15 years of relevant work experience, or equivalent combination of education, training, and work experience is needed. Extensive experience in railroad production work and procedures, track construction, C&S construction and cutovers. Demonstrated technical experience and understanding of track and C&S standards, practices, and policies. Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC/PSCC. Demonstrated skills using PC-b sed software - Microsoft (Excel, Word, PowerPoint), Masterworks, Smartsheet Demonstrated understanding of Project Management, Procurement procedures, and supervisory skills Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2,AMT 23, AMT 27, applicable FRA rules & regulations.

PREFERRED QUALIFICATIONS: 16+ years of relevant experience Extensive experience in the railroad industry. Extensive experience in project management, administration, planning and scheduling. Extensive experience in using Amtrak's business, operations and financial systems. Prior labor experience preferably with Railway Labor Act. Demonstrated written and verbal communication skills.

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.

The salary/hourly range is $179,300 - $232,416. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
