AvantGarde, LLC HR Specialist - Employee Relations in Philadelphia, Pennsylvania

AvantGarde, LLC (AG) seeks to engage an HR Specialist - Employee Relations to provide expertise to support programs related to Awards, Benefits, Performance, Telework, Leave, Work-Life Balance, Health and Wellness to the Labor and Employee Relations (LER) Branch in the HR office of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD).

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate medical enrollment and a generous 401k. This is a full time, 40 hours per week position. The work is performed on site at the Philadelphia Navy Yard 2-3 days per week with the other 2-3 days remote.

The WORK

  • Examine and provide support to HRD NSWCPD on human resources laws, policies, rules, and procedures and provide professional advice and counsel to employees, supervisors, and managers.

  • Research various human resources topics, compile supporting data to document methodology, write reports on findings, and draft documents relevant to the program being addressed.

  • Support process improvement teams and special projects.

  • Assist with the Command Awards ceremonies (i.e., contacting award recipients, printing certificates, framing certificates and writing award scripts).

  • Process Cash and Time off awards for the Awards program.

  • Advise managers on the Performance Management Program business rules, troubleshoot issues in the performance management tool, run reports, and provide metrics to the managers .

  • Work with managers to draft and edit award nominations for submission for external awards program.

  • Ensure employee telework agreements are properly completed, collected, and active; and run reports and update managers on expired telework agreements.

  • Provide training to new hires on such HR topics as Absence, Leave, Performance Management, and Professionalism in the workplace.

  • Advise employees on the rules and eligibility on and and ensure NSWCPD is in compliance with the voluntary leave donor program.

  • Demonstrate continuous effort to improve operations and streamline work processes.

  • Communicate with all level of the Command to ensure compliance with all program requirements and maintenance of strict confidentiality.

  • Provide analytical and administrative support of the audio visual and communication capability as needed to support the programs under their area of responsibility.

  • Maintain the functional mailboxes, intranet and SharePoint site for the programs.

  • Develop and provide guidance and information to employees and supervisors regarding the various Employee Relations programs.

The REQUIREMENTS

  • High School Diploma or GED is required; an Associate's or Bachelor’s Degree in a relevant field is strongly preferred.

  • 5 years of hands on experience supporting a comprehensive ER/LR program office in the federal government.

  • Knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.

  • Proficiency using the Microsoft Office Suite programs (Word, Excel, PowerPoint, Outlook, etc.) and overall technical savvy using a PC necessary to learn NSWC-specific software programs.

  • Ability to work with minimal supervision and work collaboratively with others.

  • Strong customer service skills with a focus on excellence in AvantGarde client management and execution.

  • Must be willing to work on site at NSWC in Philadelphia, PA 2 to 3 days per week (flexible remote schedule must be approved by the PM within the work hours of NSWC).

  • Ability to obtain a federal security clearance at the Public Trust level is required, a current or recent Public Trust or Secret level clearance strongly preferred.

The Naval Surface Weapons Center Philadelphia Division (NSWCPD) was founded by Rear Admiral George W. Melville as the Fuel Oil Testing Plant in 1910. Melville was a tireless advocate for an active Navy collaboration with industry and academia to conduct naval engineering research to solve problems that are often unique to the Navy.

NSWCPD employs over 1,700 civilian engineers, scientists, technicians, and support personnel doing research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is the lead organization providing cybersecurity for all ship systems.

Today's NSWCPD employees work on initiatives including power and propulsion, energy conservation, alternative fuels, integrated electric power systems, and automation and controls. The site has 1.5 million square feet of building space with more than 100 laboratories and test sites.
