SUMMARY OF DUTIES: The Project Controls Manager - Project Risk (position can be based in New York, NY, or Philadelphia, PA) is responsible for supporting the Senior Project Controls Manager - Project Risk with establishing project risk management processes and procedures to drive effective project risk management across all projects within Amtrak Capital Delivery. Individuals in this role are responsible for leading and/or assisting with the preparation, revision, approval, and updates of department-wide policies, procedures, and accompanying training materials. Other responsibilities include: actively engaging with Project Managers to lead multidisciplinary teams (Engineering, Construction Management, Procurement, Stakeholder Engagement, Third Party Stakeholders, Contracts, Project Management, Real Estate, Legal) on establishing and updating project risk registers, as needed. Prior experience facilitating risk workshops is required for large, highly complex capital construction projects with total project costs over $25M. Performs additional duties as assigned.

ESSENTIAL FUNCTIONS: Supports Senior Project Controls Manager with preparation, maintenance, and revisions to department-wide governance policies, framekworks, procedures, and training materials on project risk management incorporating current best practices used in construction and transportation industries, where applicable. As needed, works with Project and Program Management teams to facilitate risk identification, response, and post-mitigation workshops for large, highly complex projects with a total cost over $25M to ensure compliance with project risk procedures. Prepares and delivers quality and timely required and ad-hoc team deliverables, including not limited to project risk registers, reports, and analyses. Drives evaluation and impact assessment of identified project risks to enable project team to develop risk mitigation plans and contingencies. Develops and maintains Project/Program risk management control tools and workflows * Coordinates, as needed, with other Project Contrls staff to provide and obtain necessary project data As needed, develop reporting mechanisms, dashboards, and presentations about project performance indicators and feed this data to ensure a cohesive picture of the project/program/portfolio. Manages project risk data via Amtrak's EPPM system, SharePoint, or other approved systems and tools. May manage consulting contracts or task orders and/or supervise consultant staff. Performs other related duties.

MINIMUM QUALIFICATIONS: Bachelor's degree in a relevant field (e.g., Engineering, Project Management, Architecture, Construction Management). An equivalent combination of education and experience may be considered. Comprehensive project controls understanding with a strong focus on project risk management Strong critical thinking skills to uncover root causes of risks and realistic, cost-effecti e and appropriate mitigation measures Attention to detail and a focus on delivering high-quality results. * Strong focus on collaboration, team building, and customer service Excellent written and verbal communication skills to facilitate risk workshops across a multi-disciplinary project team and document workshop results. Organized and able to manage time well and multiple assignments simultaneously Ability to work effectively and diplomatically with internal and external stakeholders. Valid driver's license Must have work authorization in the United States.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated knowledge and understanding of: Principles, methods, tools, and best practices of project risk management through all phases of the project lifecycle Principles and practices of construction services and materials procurement Principles of business letter writing and report preparation Coordinating with schedule managers and cost estimating managers to obtain appropriate accurate and valid data Facilitating project risk workshops on large, highly complex capital construction projects with relevant project stakeholders including Project Management, Procurement, Contracts, Operations, Engineering, Construction Management, etc. Project risk management metrics, performance analysis, dashboards, and progress reports. Researching, analyzing, evaluating, and implementing new business processes, tools, methods, and techniques to improve performance or output. Leading eective meetings. Preparing and delivering eective presentations and/or training to diverse audiences. PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to document risk registers, prepare effective business analyses, memos, and presentations.

PREFERRED QUALIFICATIONS: Graduate Degree Ten (10) years of relevant work experience with at least five (5) years in project risk management. PMP in good standing, or ability to obtain within 12 months Understanding of railroad business functions, operations, design, construction, and testing/commissioning processes. Experience delivering a capital construction project under active rail traffic Familiarity with federal grants, procurement, project controls, construction, engineering, third party agreements, and/or construction-related permits. Previous railroad experience of Capital & Maintenance project/Program. Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. PMI-SP, PMI-RMP, CCP or PSP certification PE, AICP, or CCM certification Six Sigma Black Belt

WORK ENVRIORNMENT: This positon offers a hybrid schedule with three days in the office. Fast-paced environment with frequently changing priorities. Work in cubicle setting; stand, sit, bend, twist, use file drawers Sit at computer to complete assignments, projects, and majority of tasks Ability to work under pressure Occasional travel as needed

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary.
