Summary This position supports the Nursing Service and Nursing Education Leadership at Phoenix VA Health Care System. The incumbent will perform analytical and evaluative work while managing the financial resources of the Nursing Education's Scholarship Incentive Program. Responsibilities Duties include, but may not be limited to the following: Prepares reports for Scholarship Program and tracks data. Reconciles accounts and monitors spending in order to compare budget plans to actual obligations and expenditures. Provides accurate information on each student's funding on a routine and as needed basis. Ensures proper communication with multiple academic affiliates to ensure funding and student tracking. Generates quotes from vendors related to equipment purchases that are submitted to Logistics for processing. Communicates negative or positive patterns of academic affiliates to scholarship coordinator. Maintains a purchase card program including managing the internal purchase card application, assisting purchase card holders and coordinating payments. Prepares, audits, analyzes and submits Excel spreadsheets and financial reports to HTM and leadership. Manages budget formulation, justification and execution for a changing budget of administrative expenses involving different funding sources. Develops procedures for managing scholarship funds. Independently develops procedures for monitoring funds released and funds obligated per student per term. Develops training materials, presentations and informal packages for management's used. Supports technology innovative solutions. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Interpreting and applying policies and procedures; preparing documents and reports in Microsoft Word and Excel; reconciling accounts, maintaining purchase card program, generating quotes from venders and assisting in budget plans. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. (Transcripts Required) OR Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
