Summary About the Position: This position is located in the Picatinny Arsenal, NJ. The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center is the Army's technology leader and largest technology developer. DEVCOM AC ensures the dominance of Army capabilities by creating, integrating, and delivering technology-enabled solutions to our Soldiers. DEVCOM AC is a major subordinate command of the U.S. Army Futures Command. Responsibilities Leads a team of employees working in the area of identifying and developing solutions to complex business problems. Solves day-to-day technical problems to assure timely and successful project completion. Establishes, deploys and trains procurement related organizational policies, tools and methodologies for contracts. Applies comprehensive knowledge of the administrative laws, policies, regulations, and precedents applicable to the administration to administrative/business programs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience requirement listed below. Specialized Experience: To qualify at the DE-04 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level, DE-03 (GS-12/13) in the Federal Service or equivalent. Specialized experience is defined as expertise in the field of procurement strategy development, procurement package development and contract management. You will be evaluated on the basis of your level of competency in the following areas: Administrative Law Contracting/Procurement Leadership Oral Communication Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 450) upon entry, and annually. This is an (14) Contracting acquisition workforce position. Selectee must meet position requirements for Contracting Professional in Contracting and Acquisition within 60 months as entrance on duty. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance. This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
