POSITION PURPOSE:

The Project Engineer is responsible for collaborating with the Project Manager, Deputy Project Manager, and the Construction Engineer to ensure efficient and quality completion of all new projects. This includes field oversight, earned value reporting, cost control, subcontractor management, and client interface. Required to support engineering services, including coordination and review of corporate/consultant support. Supervise development of budgets and schedules, monitor progress, and initiate action to ensure project objectives and schedules are met and work is performed within budget.

In addition, the Project Engineer is responsible for collaborating with the Project Manager, Deputy Project Manager, and the Construction Engineer for writing, formatting, and producing responses to Requests for Proposals (RFP); Project Management; Requests for Rough Order of Magnitudes (ROM); Task Requests; and other additions to the base scope for the Infrastructure Support Services Contract at PORTS. This position includes technical writing/editing, presentation development, leading cost estimates, and written assignments under tight deadlines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide engineering support and coordination for performance of NWD scopes

  • Provide for the administration of contractors providing subcontracted services, materials, or equipment for the project.

  • Responsible for managing, coordinating, and administering any of the following major and complex projects, i.e., major projects involving several organizations; major international projects; simultaneous management of several projects; service contracts. Takes the lead in working with all participating entities.

  • Responsible for managing, coordinating and administering major projects that may involve several North Wind organizations.

  • Take the lead in working with all departments including Engineering, Project Controls, Procurement, Construction, Labor Relations, Business Management, Facilities, Work Control, Facilities Management, and other services required for the project.

  • Manage Profit & Loss for projects.

  • Development of scope of work for subcontract Requests for Proposals

  • Specify materials and quantities for projects

  • Ability to perform material take-off from plans and estimate material/labor hours along with associated costs for proposals

  • Perform the duties of Construction Engineer as necessary or required

  • Oversee the preparation of the monthly contract requirements related to special projects for North Wind management.

  • Obtain customer's acceptance of the work and document all turnover activities. Responsible for the preparation and submission of the final project report and prompt close-out of the prime contract and task orders.

  • Conduct periodic project and customer meetings to review progress and discuss issues. Ensure problems involving coordination, schedule and the setting of priorities are resolved by the project teams.

  • Prepare and/or direct the preparation of progress and special reports to customers and North Wind management.

  • Review equipment and bulk material procurement methodology, schedules, expediting plans, and methods of delivery to ensure compatibility with project plans, schedules, and budget.

  • Coordinating proposal production & delivery with Project Manager and Deputy Project Manager

  • Coordinate logistics for Plan of the Day meetings, conference calls, and proposal review meetings.

  • Tracking amendments/modifications to solicitations and distributing to proposal team as appropriate

  • Developing technical proposal templates and style guides

  • Researching, writing and editing proposal content as assigned by the PM/DPM

  • Developing, when necessary, and maintaining corporate boilerplate narrative for use in future proposals.

  • Maintain electronic and hard copy files to support business development

  • Work as an integral part of a team to review business opportunities, conduct risk evaluations and bid/no-bid decisions.

  • Performs other duties as assigned.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

MINIMUM QUALIFICATIONS:

Education and Experience:

  • 4-year degree from an accredited college or university with a preferred concentration in Engineering (Mechanical, Electrical, or Civil preferred)

  • PMP Certification preferred or willingness to obtain

  • Knowledge of Facility Maintenance and Construction

  • Fifteen (15) or more years of relevant project management experience.

  • Demonstrated experience managing multiple projects simultaneously with budgets of $200k-$2M or more.

  • Experience working with union and craft labor is a plus.

  • Strong background in operations to include safety basis development and implementation, work control, conduct of operations, ES&H, and Quality.

  • 2-4 years of experience in writing communications and/or marketing is desirable

  • Qualified Engineer with any combination of education, training, and experience that provides the required skills, knowledge, and abilities is acceptable.

  • Ability to read and interpret documents such as procedure manuals.

  • Ability to write routine and non-routine reports and correspondence.

  • Ability to speak effectively before groups of customers or employees.

  • Requires superior written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing, and proofreading skills, with an emphasis on the presentation of complex technical material in a meaningful manner to the layperson.

Mathematics Skills

  • Ability to calculate figures and amounts such as proportions, percentages, area, circumference and volume is required.

  • Ability to apply basic concepts of algebra, calculus, geometry and other mathematical principles is required.

Reasoning Ability

  • Must possess critical thinking, decision making and problem-solving skills and have the ability to define problems, collect data, establish facts and draw valid conclusions.

  • Ability to troubleshoot and resolve complex issues.

Other Skills/Abilities

  • Must be detail oriented and have excellent organizational skills with self-directed ability to manage multiple projects and priorities.

  • Expertise in Microsoft Office Suite of Products (e.g., Word, Excel, PowerPoint).

  • Requires strong interpersonal skills and ability to develop, nurture, and build internal and external relationships with a wide variety of professionals to support proposal teams towards successful, productive outcomes.

  • Possess ability to support business development team to deliver best-in-class proposals and win business within proposal schedule milestones.

  • Ability to interpret a variety of instructions and deal with abstract and concrete variables is necessary.

  • Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.

  • Must be able to obtain and maintain at least a DOE ā€œLā€ Clearance.

PHYSICAL DEMANDS:

WORKING ENVIRONMENT:

  • Works in typical office environment. The noise level in the work environment is usually quiet.

  • Will occasionally work in other environments, including outside, where noise levels and weather conditions may vary.

  • During project field work, the employee will typically spend a considerable amount of time at the jobsite.
