Role Purpose

The Manager – Distribution Engineering Support is a department leader with strong organizational skills relating to right-of-way and land management, engineering standards, and engineering project management. Primary role is to support core distribution engineering functions by directing the acquisition, permitting, contracting, filing and documentation of all company rights-of-way in support of electric service to customers, managing the acquisition, recordation and maintenance (where applicable) of all land owned by Cleco, establishing standards for electric distribution materials, and managing projects related to road moves. This leader establishes and directs strategies and processes to maximize use of resources in the safest, most cost-effective manner possible, by building a team with strong interpersonal (internal and external) and technical skills.

Key Responsibilities

  • Provides leadership and direction to meet defined corporate, LOB and departmental goals, to help achieve overall customer satisfaction, operational and safety goals.

  • Oversees the development of Right of Way and Real Estate governance, standards, procedures, processes and metrics that align with corporate objectives.

  • Serves as a liaison between business stakeholders and staff within their organization.

  • Interacts and influences Director level management on a regular basis to proactively support business objectives both within their group and across the overall organization.

  • Work effectively with attachers and regulators to ensure that the joint use (aka pole attachment) program meets established safety and system reliability standards while maximizing revenue from these attachments. Identify process improvements to ensure the efficient and cost-effective transfer of utility and related services during pole replacement processes.

  • Work effectively with internal and external legal teams and landowners to execute right of way agreements, property purchases, letters of no objection, and related instruments to meet service needs.

  • Establish and implement processes and procedures to ensure right of way and related land documents are properly recorded and maintained to be available as needed. Respond expeditiously to requests for these and related documents. Identify process improvements to enable seamless access to these documents as appropriate.

  • Ensures the development and modification of distribution standards are in the best interest of Cleco and cognizant of advancing technology. Establishes project milestones and makes staff accountable to meet them.

  • Ensures that all requests by the Louisiana Department of Transportation and Development for utility relocation are expeditiously addressed.

Qualifications

Required Education, Skills & Experience

  • Bachelor’s degree in Engineering from an ABET accredited curriculum

  • 5+ years of related experience

  • 2+ years people management experience, preferred

  • Knowledge of standard business practices and professionalism

  • Ability to interact with all levels of employees to address difficult issues

  • Ability to manage high workloads and conflicting priorities

  • Ability to operate effectively and proactively with an employee centric mindset

  • Detailed-oriented and high work standards in support of seamless execution

  • Strong analytical and critical thinking skills to interpret KPIs/metrics and derive insights into actionable opportunities
