Pittsburg State University is accepting applications for a Campus Environmental Officer. The primary function of the Campus Environmental Officer is to develop and assist in the design and implementation of environmental health and safety practices to provide for the safety for the students, staff, administration and faculty of Pittsburg State University and the general public. They directly assist in implementation of Federal, State, City, and University regulations, statues, codes, and policies with respect to compliance by department and personnel. Central resource for environmental health and safety questions or concerns, including safe storage, handling and disposal of chemicals, industrial safety, and fire safety.

Duties and Responsibilities:

30%- Supports efforts to continuously improve safety and environmental conditions at Pittsburg State University, ensures safe delivery of hazardous materials between Facility Operations and outlying PSU departments/facilities, and conducts annual Kansas State Fire Marshal (KSFM) building inspections and input results within Firehouse software database. Forward all Notice of Violations (NOVs) to PSU building owners for plan of correction submittal.

25%- Provides Laboratory Safety Training to all new Tyler Research Center (PSU) employees, coordinates and conducts annual building evacuation drills for required PSU occupancies, and coordinates submission of annual Kansas Department of Health and Environmental (KDHE) reports and fees including:

  • Hazardous Waste and Reporting (BWM)
  • Class II Emissions (BOA)
  • Underground Storage Tank (UST) Inventory Control Summary/Automatic Tank Gauging Summary (BER)

Issues and records completed Hot Work Permits internally as well as vendors contracted to do Hot Work on PSU campus and provides escort for external entity audits including the following:

  • Kansas Department of Labor (KDOL)
  • Kansas Department of Health (KDHE)
  • Environmental Protection Agency (EPA)
  • Kansas Board of Regents (KBOR)/Insurance Risk Assessment

20%- Oversees and ensures compliance with government regulations for the proper handling and disposal of hazardous waste and to advise on related procedures, investigates complaints/reports of Environmental Health and Safety issues including (Incident Reports, Indoor Air Quality (IAQ), Personal Protective Equipment (PPE), safe use of machines, tools and equipment, etc.), and oversees PSU Hazardous Waste Storage Areas (HWSA) including weekly audit logs and annual training for responsible department staff (Heckert Wells, Physical Plant, Tyler Research (TRC) and Kansas Technology Center (KTC)). Obtains and maintains Asbestos related certifications for test sampling and supervision of Asbestos Containing Building Materials (ACBM) work.

15%- Schedules 180-day Hazardous Waste Transfer events with State of Kansas approved contractors, provide escort, sign all required documentation, breakdown invoice by department, request work orders, submit for payment and maintain records, supports departmental safety training efforts including Local, State, and Federal regulations, provides Steam Systems Training for new Plumbing Department and Boiler Room staff, maintains PSUs Respirator Protection Program for all campus staff who require air purifying respirators to safely perform their job duties. (CFR 29 1910.1234) and ensures availability of Asbestos Awareness Training to all PSU workers responsible for maintaining ACBM flooring.

10%- Conducts and posts annual laboratory fume hoot verification test results (TRC, Porter Hall, Heckert-Wells, and KTC), coordinates Tank Management Systems (TMS) Underground Storage Operator Training for all Facility Operations staff working with USTs (Boiler Room and Motor Pool staff), schedules Heckert-Wells (exterior Chemical Storage Room) FM-200 Clean Agent Fire Suppression System test annually, and schedules and oversees and oversee transfer of used motor oil from campus by a certified vendor for recycle (Facility Operations Motor Pool and KTC Automotive Technology). Other duties as assigned.
