POSITION SUMMARY

Assists with p rograms and administers all resources and functions of Streets, Parks and/or Specialty Divisions within the Bureau of Operations .

  • A current, valid Pennsylvania Class C Pennsylvania Driver's License (or out of state equivalent) is required prior to appointment and must be maintained throughout employment.   • Must attend and successfully complete Parks and Recreation Maintenance Management School conducted by North Carolina State University and the National Recreation and Park Association. Certification must obtain within 36 months of start date and must be maintained throughout employment.

  • Must obtain a Certified Playground Safety Inspector (CPSI) through National Recreation and Park Association. Certification must obtained within 24 months of start date and must be maintained throughout employment.

    NOTE: If any of the certifications noted above are discontinued and/or are no longer available the City of Pittsburgh has the right to substitute a similar program/certification and determine the required amount of time the certification must be obtained within.

    NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. The background investigation includes but is not limited to criminal background, driver's license and City of Pittsburgh real estate tax payments. Candidates may be disqualified from consideration for employment based on the results of their background investigation (as it relates to the job for which the applicant is being considered).

    Qualifying Requirements:

    Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • Work Experience: The application must clearly show three (3) years of full-time experience in Park and/or Street Operations and Maintenance. One (1) year of this experience must be in a supervisory capacity. (Less than full-time experience will be calculated on a pro-rated basis.)

  • Education/Training: The applicant must clearly show an Associate’s Degree in Business Management, Environmental Science, Logistics, Engineering, Public Administration or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • Equivalency: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is five (5) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

CIVIL SERVICE EXAMINATIONS

POSITION DUTIES

  • Programs and administers all resources and functions of Streets, Parks and/or Specialty Divisions within the Bureau of Operations (e.g., streets, parks, trails, sewers, equipment repair, trees and construction).

  • Researches Best Management Practices, and plans, develops, implements and maintains Park Operating Procedures and Task & Frequency schedules for Park Maintenance, for the standardization of procedures and practices across Parks maintenance operational divisions.

  • Develops, tracks, analyzes, and reports on Key Performance Measures (KPMs), using data to inform policy recommendations and process improvements.

  • Provides technical and professional leadership, training, and support for bureau and departmental projects and initiatives.

  • Assists in managing Cartegraph and other administrative databases (division inventory, equipment, vehicles, etc.). Ensures records and data pertaining to resources (e.g., personnel, materials, equipment, etc.) are timely and accurately reported.

  • Assists in managing DPW logistics related to special events, coordinating between the Special Events Committee, DPW divisions, and other City Departments, ensuring that work performed is accurately reflected in Cartegraph. May attend Special Events Committee meetings and track payments for DPW services.

  • Manage and implement Best Management Practices (BMP’s) related to sustainability programs (i.e. Stormwater, Energy, Fueling, Equipment, etc.) related to street and park maintenance and construction projects

  • Investigates safety incidents and vehicle collisions reported in assigned divisions. Follows up on preventative resolutions. May attend safety committee and/or collision review committee, track and analyze data to inform recommendations of changes to policy and/or procedures to further reduce incidents.

  • Assists in managing and coordinating the interview, hiring, onboarding, and training processes. Member of the hiring committee; Assists in performing performance reviews; May mentor others and monitor professional development

  • Attends Step II grievance meetings for Park Maintenance divisions or Specialty Divisions within the Bureau of Operations. Investigates grievances, complaints, reports, and other incidents; recommends, implements, and follows up on the compliance of resolutions. May attend Step III meetings, arbitrations, and bargaining sessions.

  • May participate in procurement meetings and development of professional service bids/purchasing contracts.

  • Acts as liaison (e.g., processing complaints, special projects, volunteer projects, community meetings, etc.) with other City Departments and outside organizations. Meets with community groups, organizations, and/or residents to resolve problems and issues as required.

  • Participates in the preparation of the Departmental Operating and Capital budgets.

  • Represents Superintendent and/or Director at meetings, conferences, etc. as assigned.

  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.

  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.

  • May work in the field on various neighborhood, special or emergency projects/programs.

  • Performs activities and functions of related lower level personnel as assigned or required.

  • Performs such other related tasks and duties that are assigned or required.

  • May work weekends, evenings, and/or holidays.
