GENERAL OVERVIEW:

Responsible for the overall management of the HRSA Ryan White Part C Grant and other governmental and program funding awarded to the Positive Health Clinic. Under the auspices of the Center for Inclusive Health, coordinates with ASRI, AGH, Allegheny Clinic, and AHN to budget and monitor all expenses paid by the Center for Inclusive Health and Ryan White grant, program income, and other funding. Develops and implements policies and procedures related to sponsored program financial, administrative, and program compliance.

ESSENTIAL RESPONSIBILITIES:

  • Maintains a thorough understanding of the administrative, fiscal, and clinical requirements of HRSA and all PHC funding sources, assures policies and procedures are in place to meet sponsor requirements and conducts audits to assure procedural compliance. (25%)

  • Negotiates and pays pro-fee invoices for services provided to uninsured or underinsured patients of the Positive Health Clinic. (25%)

  • Produces financial reports and analyses of Center for Inclusive Health and PHC funding for internal and external users. (15%)

  • Manages electronic grant submissions, annual progress reports and competing competition through grants.gov and HRSA electronic handbook. Assures all documents and required approvals are in place for continued funding. (10%)

  • Budgets revenue and expenses for the Center for Inclusive Health projects and programs; produces budget to actual reports. (10%)

  • Works collaboratively with the regional AIDS service community and public health officials to reduce health disparities and address needs of those affected by HIV. (5%)

  • Coordinates with AHN billing to maximize reimbursement for services provided. (5%)

  • Participates fully in the mission of the Center for Inclusive Health, contributing positively to staff training, meetings, and other department initiatives. (5%)

QUALIFICATIONS :

Minimum

  • Bachelor's degree in Finance, Accounting, or a related area, or relevant experience and/or education as determined by the company in lieu of bachelor's degree

  • Four years of experience working with governmental and grant funding sources and/or hospital finances
