Naval Sea Systems Command MANAGEMENT ANALYST in Pittsburgh, Pennsylvania

Summary You will serve as a MANAGEMENT ANALYST in the Nuclear Propulsion Directorate of NAVSEA HQ FIELD SUPPORT. Responsibilities You will be on a permanent non-reimbursable loan to the Department of Energy (DOE). You will plan, coordinate, analyze and evaluate directorate administrative missions and operations. You will serve as central point of contact for authoritative information and administrative policies, procedures and requirements of the directorate. You will provide recommendations on the most economical methods of achieving administrative goals and objectives. You will explain necessity for changes to administrative personnel; clarifies new procedures; and provide guidance in the application of new administrative guidelines. You will advise division chiefs and supervisors and oversees the compilation of information for the development of job crediting plans, position descriptions, performance plans, training plans. You will plan and complete special projects and assignments such as fact-finding on unusual, proposed personnel actions, developing structural change packages and coordinating the preparation of justification packages. You will also coordinate the assessment of training needs and the submission of training requests, overseeing directorate’s performance management and awards activities. You will manage and perform all functions involving the directorates Permanent Change of Station actions, including preparation of documents such as travel orders and procurement request. You will provide assistance as needed in the budget formulation, execution and evaluation process for the administrative operations budget. You will oversee the work of the timekeeper by thoroughly reviewing the Time and Attendance (T and A) Reports and Supplemental T and A Correction Reports and payroll problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band BR-01 (GS-07 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and analyzing administrative procedures to identify inefficiencies and recommend changes for improvements in an organization's practices. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: successful completion of a master's or equivalent graduate degree; -OR- successful completion of two full years of progressively higher graduate level education leading to a master's degree; -OR- obtained an LL.B. or J.D. that is related to the position being filled; -OR- a combination of experience and graduate education as described above that equates to one year of experience.
