*About this Position *

The Adult Program Manager is responsible for developing and overseeing employment, training and employer services authorized by the Workforce Innovation and Opportunity Act (WIOA), especially Adult and Dislocated Worker Services, under the supervision of the Director of Adult Workforce Programs. The Program Manager has a pivotal role in the administration of career service contracts and partnership development and maintenance within the one-stop career center - PA CareerLink®. Successful candidates will have a demonstrated track record of coalition building, management of projects and staff and the ability to manage multiple workflows within a system. 

Essential Duties and Responsibilities

Program Management:

  • Works closely with the Director of Adult Workforce Programs to oversee the operations and performance of contracted providers delivering WIOA employment, training and employer  services, ensuring program goals, standards, and deliverables are met.

  • Contributes to the development and implementation of strategies and policies guiding workforce services and the broader workforce development system within Allegheny County, especially focusing on activities of the one-stop career center - PA CareerLink®.

  • Ensures services are delivered with a professional level of customer service and are accessible to all job seekers, businesses, and other stakeholders.

  • Maintains a working knowledge of WIOA program guidelines and best practices, working with contracted service providers and other partners to ensure effective implementation and identify opportunities for growth and improvement.

  • Assists in the procurement and administration of contracts to deliver workforce services, including developing and implementing RFPs, statements of work, and other contract materials.

  • Continually identifies challenges and trends related to WIOA service provision and develops technical assistance opportunities in response that can show a measured impact.

  • Assists in ensuring contracted agencies are compliant with applicable regulations and policies.

  • Coordinates contract budgeting and invoicing efforts with P4W's fiscal team and funded programs.

  • Agency-wide initiatives, Special Projects and other duties as assigned.

Relationship/ Information Management:

  • Ensures reports related to WIOA service provision are delivered to P4W in a timely manner and that such reports effectively demonstrate enrollment, part cipation, progress, outputs, and outcomes.

  • Ensures WIOA program data is properly entered and maintained in the workforce development information system of record -- the Commonwealth Workforce Development System (CWDS).

  • Utilizes data and trends from information systems to inform and improve service delivery.

  • Identifies and strengthens processes used to collect and analyze quantitative and qualitative data regarding service delivery.

  • Works with P4W monitoring and evaluation staff to understand findings and assist in developing plans to increase program effectiveness.

  • Supports P4W efforts to promote services by identifying and creating content to highlight in communication tools.

  • Contributes to a supportive and collaborative work environment at P4W through active participation in internal collaborations, team meetings, and other activities.

Staff and Partnership Management:

  • Assists in planning and facilitating meetings of partner agencies with an interest in workforce service delivery, particularly those agencies involved in the one-stop career center - PA CareerLink® - as well as community-based organizations, training providers, employers, and other key partners.

  • Participates in community meetings, forums and conferences to represent P4W, describe services, communicate program objectives, and develop partner collaborations.

  • Supervise and oversee the work of a Program Coordinator, who will assist in the operational, analytical, and administrative aspects of program management.

Required Knowledge, Skills and Abilities

  • Excellent interpersonal, oral, and written communication skills, including visual presentation of data and complex analytical writing.

  • Excellent project management and multitasking skills.

  • Excellent analytical and problem-solving skills.

  • Strong computer skills and familiarity with Microsoft products, including Word, Excel, and PowerPoint, as well as Google products, such as Gmail, Calendar, Drive, Docs, and Sheets.

  • Knowledge of public administration and general management principles, practices, and techniques, including federal, state, and local government operations.

  • Ability to establish and maintain effective working relationships with public and private agency offices, associates, and clients.

  • Ability to exercise leadership and function as a team member while working collaboratively with others in a complex organizational environment.

  • Ability to research, analyze, monitor, and interpret legislation, regulatory, program, and other information relating to the labor market.

  • Ability to facilitate meetings and other group activities involving diverse participants.

  • Ability to synthesize complex information and provide informed recommendations appropriately.

  • Ability to effectively utilize electronic data collection and retrieval systems.

  • Ability to travel locally, as needed.
