PUBLIC HEALTH

The Division of Public Health (https://www.edcgov.us/Government/PublicHealth) is comprised of an inter-professional team that promotes and demonstrates best practices of population level wellness through a highly diverse and talented workforce. Focusing on population level prevention our team engages in health policy development, community-level assessment, community health improvement planning, partner collaboration building, public health education, and proactive wellness intervention. With a County overall health ranking of 11th in California the Division of Public Health has a broad catalog of comprehensive prevention programs including Maternal Child Adolescent Health family-oriented nursing services, Special Supplemental Nutrition Program for Women, Infants, and Children, California Children’s Services, preventive clinical services focusing on contagious diseases, Snap Ed, Oral Health, Tobacco Use Prevention services, and Emergency Preparedness.

THE OPPORTUNITY

The Health Educator performs a variety of duties in the planning, design, and implementation of specialized public health, substance use disorder treatment, or emergency medical services and emergency preparedness programs to meet the needs of the community as determined by the department head or program manager.

The selected candidate will have the opportunity to:

  • Coordinate, plan, and present training for staff development in areas related to emergency preparedness and response.

  • Develop and implement emergency preparedness and response and continuity of operations plans.

  • Identify and address gaps in emergency response plans for at-risk/vulnerable populations.

  • Facilitate and/or participate in inter-agency coalitions and meetings.

  • Collaborate with other healthcare providers and community organizations to coordinate multi-agency training and exercises related to emergency preparedness.

  • Conduct training needs assessments of department and other inter-agency personnel.

  • Coordinate with other agencies to provide emergency preparedness and response training to medical and emergency partners, and government, tribal, business, and other volunteers.

  • Assist with the evaluation of emergency response exercises and implementation of corrective actions; facilitate program evaluation of preparedness programs to conform to public health and emergency management grant requirements.

  • Assist in preparing and monitoring the Emergency Preparedness grants; ensure that equipment and supplies purchases remain within the allocated funds available.

  • Attend various meetings, committees, and conferences related to program goals and objectives.

Our ideal candidate for the Health Educator position within the El Dorado County Public Health Division embodies a passion for promoting community health and resilience. They will play a vital role in supporting our Public Health Emergency Preparedness (PHEP) grants on the PHEP team.

This individual will be responsible for developing informative and engaging educational materials aimed at empowering the public to prepare for and respond to emergencies effectively. Additionally, they will evaluate the outcomes of community-level education efforts to ensure their effectiveness.

Collaboration is key in our efforts, and the ideal candidate will actively engage with community emergency preparedness partners to strengthen our collective resilience. They will also demonstrate a commitment to ongoing learning by participating in preparedness training and exercises to enhance their skills and knowledge.

During emergencies, this candidate will step into field roles, contributing directly to our response efforts and ensuring the safety and well-being of our community members. Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:

Possession of a Bachelor of Science degree from an accredited four-year college or university with major coursework in health education or promotion, community health, health sciences, or a closely related field;

-AND-

Two (2) years of experience providing professional support to a health education, promotion, or prevention program, or a substance use disorder treatment program; or Possession of a Certified Health Education Specialist certification issued by the National Commission for Health Education Credentialing, Inc. or a Certified in Public Health certification issued by the National Board of Public Health Examiners.

OR

Possession of a master’s degree in public health education, promotion, or prevention.

PLEASE NOTE: Applicants who are within six months of graduation from a qualifying Master's program (see minimum qualification patterns) will be allowed to participate in any testing for the position; and if successful, will be placed on the eligible list; however, an eligible/candidate shall not be referred for the department hiring interview until completion and receipt of the qualifying Master’s degree. It will be the applicant's responsibility to notify The County of El Dorado Human Resources Department upon completion and receipt of the qualifying Master’s degree.
