About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.

Summary:This position will be located at Idaho State University (ISU) and will work collaboratively with their risk management team. The incumbent will collaborate with stakeholders to identify and quantify risks and empower risk-reward decision making to protect our students, faculty, and staff. The incumbent will need to effectively utilize resources and assets to achieve the strategic goals of the Board and higher education institutions in Idaho while enhancing the quality of risk management services.

A successful candidate will be able to demonstrate future oriented critical thinking skills to effectively promote strategic, proactive, and risk-reward decision making and communication. They will need to manage risk management services for their campus and support standardization of services across campuses by identifying and analyzing key risks.

Responsibilities:

  • Primary point of contact and campus expert for systemwide risk management services

  • Responsible for building on-campus relationships, and enhancing third party and other agency relationships

  • Contributes to the standardization effort of services provided, including but not limited to: risk identification, risk transfer (waivers, contracts, and insurance), and risk control (policies, programs, and processes including but not limited to protections of minors, events, student activities). Acts as backup for other risk managers at other campuses.

  • Collaborates with other departments and agencies in a transparent manner to effect change

  • Trains others on the risk management process of identification, assessment, treatment, and communication

  • Supports and contributes to the implementation of a strategic risk management process (enterprise risk management), elevating the risk management process from program or business unit level to the institution president and board level

  • Identifies internal and external risks to the university, policies, programs and events, contracts, and assesses for both potential loss and opportunity by scanning the environment via interviews, investigations, consensus meetings, etc.

  • Analyses and advises management of risk trends, exposures, and mitigation strategies

  • Determines if insurance qualifications are not met per State or contractual requirements, negotiates, and identifies if additional insurance is desired

  • Recommends, develops, and implements changes to webpages, policies, programs, planning

  • Participates in Audit, Risk, Compliance Committee meetings and report campus or project specific updates. Sits on campus specific committees as appropriate.

  • May oversee other positions within the department

Minimum Qualifications:

Experience:

  • Identifying and addressing cognitive biases

  • Implementing and training others on the risk management process cycle including identification, assessment, treatment, and messaging

  • Leading successful projects to completion

  • Adapting to different organizational and situational needs

  • Supporting multiple and conflicting goals

  • Influencing leadership to broaden awareness of risk-reward decision making

  • Building trust with stakeholders and other departments through transparency

  • Planning, guiding, and managing a group through a new process

  • Developing staff

  • Providing impactful communications verbally, in writing, or through presentations to various audiences

Considerable knowledge in:

  • Insurance policies and claims management

  • Change management and complexities of change

  • Cognitive biases

    Preferred Qualifications:

  • ARM or ARMe designation

  • Bachelor’s degree in Risk Management or similar program

  • 5 years of experience or more in higher education risk management

  • Good knowledge of enterprise risk management
