Job Description

Supports the Office of Research and Technology Applications (ORTA) that connects the technical departments with internal and external customers to sustain and grow the number of fielded technologies produced by NSWC PHD. The overarching goal is to contribute to the success of the NSWC PHD Strategic Plan with a focus on increasing the number of technologies transferred to commercially available systems or transitioned to DoD fielded systems. The ORTA manages relationships with non-federal partners, including academia and industry; negotiates and establishes partnering agreement terms; remains significantly engaged with partnering oversight; keeps management apprised of partnership status, issues any significant changes; informs the private sector of Command capabilities/facilities and informs the Command of partner capabilities/facilities; and serve as the primary face to industry partners for licensing opportunities. In addition, the ORTA serves as Project Manager for NSWC PHD’s Small Business Innovative Research Program managing relationships between Government sponsors, Technical Point of Contact, and Small Business performers; facilitates communication among all parties and the establishment of appropriate contracting mechanisms when necessary, keeps management apprised of program status, issues and significant changes; and serves as primary fac to industry and academic partners for collaboration partner for collaboration opportunities across the Command’s mission space for the proposed of Research and Development (R&D), Prototype Projects, and transition to fielding or transfer to commercialization.

Essential Job Responsibilities

Coordinate, oversee, manage, develop, review, track, and assess the Technology Transfer (T2) program, Intellectual Property (IP), partnership agreements, multi-command trackers, T2 Business Plan, program metrics, innovation libraries/repositories/websites, IP drawings, Invention Evaluation Board (IEB) scorecard voting booklet, and recognition/performance awards.

• Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and engineering leads

• Reviews status of projects and budgets

• Manages schedules and prepares status reports.

• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

• Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, engineering leads, and clients.

Minimum Qualifications

• 0 years experience with Bachelors in related field or a High School Diploma or equivalent and 4 years relevant experience.

• Must have excellent customer service skills, interpersonal skills and professional oral and written communication skills.

• Must have creative problem-solving skills.

• Active security clearance (minimum Secret) with ability to obtain Top Secret/SCI with enhanced security checks (CI poly preferred)

• Proficient knowledge in the use of Personal Computers (PCs) and Office 365 environment and data entry software.

Preferred Requirements

• Preferred 2 years experience in project/program management in DoD industry

• Active Top Secret clearance

Physical Requirements

Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
