Pays $30.64 to $35.56 per hour/annually Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 11 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued at 0.0385 hours per straight time hour paid in the first 2 years of employment, with increases thereafter. Major Function and Purpose The Code Enforcement Officer I protects the public and the environment, preserves neighborhoods, and contributes to crime prevention and community and economic preservation and development, through the enforcement of nuisance, land use, development, building, and other regulations; elimination or correction of dangerous structures; public outreach and education; and assists other departments and agencies in investigations and the enforcement of their regulations.

General Function The Code Enforcement Officer I is appointed by the City Council. The individual assigned to this job classification enforces land use, development, nuisance, building, business licensing, and other codes, gaining compliance with these regulations through inspection, investigation, outreach, education, and various means of enforcement; provides limited review of building and site plans for compliance with local codes and the International Codes as adopted by the State of Washington and the City of Port Orchard.

Supervision Responsibilities This is a non-supervisory position.

Job Duties and Responsibilities This job description reflects general details as necessary to describe the principal functions of this job, the level of knowledge and skill typically required, and the scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other function areas to cover absences or relief, to equalize peak work periods, or to otherwise balance the workload.

Conduct investigations related to land use, zoning, dangerous structures, health and safety, signs, weed abatement and related municipal codes and ordinances to assess violations and to gain compliance.

Assist Code Enforcement Officer II with cases involving land use and development, nuisance, building, zoning, subdivision, shoreline, critical areas, stormwater, erosion control, work without permits, violations of permit conditions, garbage service, business licensing, dangerous and unfit building, and other regulations as assigned.

Recognize, understand, and communicate the role of code enforcement in public safety, crime prevention, and community and economic preservation and development.

Inspect properties, buildings, and structures for compliance with building and other permits including but not limited to: occupancy violations, dilapidation, and unsafe conditions.

Issue stop work and other orders, warnings, and notices.

Follow-up on citizen and agency complaints.

Collect, transport, store, and dispose of illegally placed signs from City property and right-of-way.

Interact with the public and the business and development community in person, over the phone, electronically, and/or on site.
