The City of Portland is seeking a Business Systems Analyst III within the Portland Bureau of Transportation. This Business Systems Analyst (BSA) is responsible for the analysis, design, configuration, implementation, and maintenance of various Enterprise & Parking applications and works closely with stakeholders to understand business needs, translate them into system requirements, and ensure that system effectively supports business processes.
This role requires strong analytical, technical, and communication skills to drive system improvements and support organizational objectives. This role will also provide leadership and support in delivering technology and information solutions that enhance productivity, lower costs, and improve information delivery for Operations.
About the division & the bureau:
The Business Systems Analyst III is a lead BSA on the Technology Services Division within PBOT. The Technology Services Division is made up of BSA’s, Project Managers, Developers, Database and Server Administrators, and GIS Analysts.
The BSA III will lead complex projects across our Bureau and sometimes across the City. Projects often include working with the following types of systems/tools: Enterprise applications like Power BI, GIS, SharePoint, Tableau, Parking hardware & software, Cloud technologies, Workflow Tools, Microsoft Office 365 Tools, and Custom Developed Web Applications.

What you’ll get to do:
Business process mapping & Requirements Gathering: Collaborate with stakeholders to elicit, analyze, and document business processes and requirements related to enterprise applications.
System Configuration: Configure enterprise applications, workflows, and data structures to align with business requirements and industry best practices. Develop system usage and data standards that enable common processes, reports, and skill development.
Customization and Integration: Identify opportunities for system customization or integration with other systems to enhance functionality and streamline processes.
Testing and Quality Assurance: Develop and execute test plans to ensure that system changes and enhancements meet business requirements and are free from defects.
User Training and Support: Provide training and support to end-users on enterprise applications, best practices, and troubleshooting techniques.
System Maintenance: Perform regular system maintenance activities.
Documentation: Maintain comprehensive documentation of system configurations, customizations, and processes to facilitate knowledge transfer and compliance with regulatory requirements.
Continuous Improvement: Identify opportunities for process improvements and system enhancements based on user feedback, industry trends, and organizational goals. Provide continuous system improvement by monitoring and evaluating current practices and designing and implementing enhancements that lower costs and extract the most value from enterprise systems.
Compliance and Security: Ensure that enterprise applications & devices comply with regulatory requirements and cybersecurity best practices.
Who you are:
Experienced BSA: An experienced Business Systems Analyst with experience in strategy, planning, requirements gathering, process mapping, administering, and configuring applications, supporting application enhancements and reporting.
Excellent Communicator: You are a strong communicator to both technical and non-technical individuals, and proficient verbally and in writing. Experience writing job aids, providing training to stake holders.
Innovative: You have an aptitude for continuous improvement and can excel in change management. You’ve demonstrated the ability to remain flexible, agile, and calm in a high paced environment that relies on quick and stable decision making.
