The Position

Job Appointment: Regular, Full time

Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available.

Work Location: This position has an exception to work primarily remote. However, there will be instances when it is necessary to come onsite for work (with advance notice). Remote work must be performed within Oregon or Washington. The City Council has approved a 3.3% cost of living adjustment (COLA) for all eligible employees of the City of Portland for the fiscal year, effective from July 1, 2024. As a result, the salary for this position may increase due to the approved COLA.

About the Position:

This Data Engineer position within the Bureau of Technology Services will be assigned to the Portland Bureau of Transportation (PBOT) Technology Team. In this role, you’ll be helping PBOT drive towards data informed decision making. This role is pivotal in utilizing data at any scale across platforms that exist both on-premises and in the cloud. Your expertise will help create and integrate datasets that assist PBOT with operating efficiently and accurately.

Key Responsibilities:

  • Data Pipeline Development: Design, develop, administer, and maintain processes that move and integrate data between systems that are internally or externally hosted using Python, SQL Server, Apache Spark, and PowerShell. Systems include but are not limited to SQL Server, ESRI geodatabases, IBM Maximo, Azure storage, external and internal APIs, and file shares. Guide other team members when developing and maintaining data pipelines.

  • Database Administration: Develop database schemas, manage users and roles, perform data maintenance tasks and ad-hoc queries. Optimize queries to increase efficiency and handling of large volumes of data. Manage promotion and testing of changes through deployment environments.

  • Data Reporting: Design and develop reports, visualizations, and dashboards using SQL Server Reporting Services, Crystal Reports, and PowerBI. Collaborate with users to understand needs and develop solutions to help them understand and use data.

  • Collaboration: Work closely with cross-functional teams including software developers, data analysts, and business system analysts to develop solutions for PBOT. Document data processes, systems, and workflows to ensure transparency and facilitate knowledge sharing.

To Qualify

The following minimum qualifications are required for this position:

  • Experience in software development, database administration, data engineering, or data science with a focus on designing datasets.

  • Expert knowledge of data modeling, database design, database administration, data warehousing concepts, and extract-transform-load processes.

  • Ability to perform data engineering tasks using programming languages including but not limited to Python and SQL on datasets that could include geospatial data.

  • Experience using Git for version control.

    Applicants must also:

  • Pass a comprehensive police background investigation.

    Step 4: Selection (Interview): August

  • Hiring bureau will review and select candidates to interview.

  • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list.

    Step 5: Offer of Employment: September

    Step 6: Start Date: October

  • A start date will be determined after all conditions of employment have been met.
