The Mobility and Public Realm Innovation Division Manager provides strategic leadership to advance bureau goals through partnerships, regulations, and innovative uses of the right of way. This means developing pilot projects to address climate, access, and mobility goals; securing funding from government and private sector partners; advancing transportation electrification and decarbonization initiatives; and developing and managing public spaces in partnership with community groups and community permit holders.
This position is responsible for regulatory policy development including private-for-hire code and policy. This position reports to the Planning and Project Delivery Group Director and is part of the Plans, Programs, and Projects Senior Leadership Team.
About the division:
The Mobility and Public Ream Innovation Division has 18 staff and leads projects and programs that are defined by innovation, public/private partnerships, and creative approaches to managing public right-of-way. The division is responsible for a variety of regulatory, decarbonization, activation, and community-permit-driven programs, and includes the urban logistics program, transportation electrification program, public space and activation program, and regulatory policy program. The Division strengthens the relationships between urban logistics, regulatory policy, and quality public realm through partnerships and street management.
What you’ll get to do:
Lead a top-performing team of professionals committed to developing innovative programs to advance bureau goals around safety, equity, and climate through innovative uses of public right of way.
Mentor, grow, and guide staff in developing supervisory skills, program and project management competencies, and implementation skills.
Integrate regulatory policy, urban logistics programs and policy, electrification and mobility innovation, and public space activation into a set of offerings that improve the urban fabric and strengthen relationships between the Bureau and external partners.
Exercise expert independent judgment, initiative, and decision-making authority to develop new programs, policies, and pilot projects in the areas of mobility and public realm innovation.
Lead the development of a new urban logistics function within PBOT that expands the traditional focus on freight mobility to one that considers the system of city logistics and the full delivery and freight eco-system.
Tracks industry trends and leads the development of innovative pilot programs for mobility including launching PBOT’s right-of-way EV charging program and the nation’s first regulated zero-emission delivery zone.
Advance an expanded public realm and space activation portfolio that includes the design and operation of street plazas, signature projects like the Green Loop, and a community-focused permit program that builds a vibrant central city and neighborhoods in Portland.
Develop a regulatory framework for private-for-hire services that supports broader city and bureau goals and serves the public interest.
Develops and supports an urban logistics work program that meets city goals around decarbonizing freight and urban delivery and advances both traditional capital projects and new programs.
Develop partnerships with private sector, government, and community partners to develop new programs that advance shared goals.
Be a critical voice in the Planning and Project Delivery leadership team that integrates policies and programs with project planning, development, and delivery to shape a vibrant city.
