Bonneville Power Administration Operations Research Analyst in Portland, Oregon

Summary This position is located with Bonneville Power Administration, in Long Term Power Planning (PGPR) organization of Power and Operations Planning (PGP), Generation Asset Management (PG), Power Services (P). A successful candidate in the Operations Research Analyst position will serve as a lead responsible for analytical work involving designing and applying mathematical, econometric, and other scientific methods and techniques to model and track expected and potential hydro energy and capacity. Responsibilities As an Operations Research Analyst, you will: Direct, plan, and carry out complete operations research assignments that involve initiating, applying, and planning major developmental studies. Provide significant and innovative recommendations for advancing programs and/or methods. Evaluate the data resulting from applying mathematical or statistical tools, models, methods, and techniques to identify and track expected regional hydro energy and capacity positions in the mid-term and long-term. Provide authoritative advice, analysis, and conclusions to other sections that either contribute to or require analyses of hydro system operational issues. Provide training, briefings, and explanations to individuals and groups on development and incorporation of power and nonpower requirements into system operations. Act as the authoritative source of technical input to publications or other documents that are the basis for formulating policy. Qualifications BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience is defined as:1) Conducts analytical investigations using advanced scientific and/or mathematical methodology and problem solving; 2) Plans, organizes, and conducts/leads extremely complex technical analyses; and 3) Provides significant and innovative recommendations for advancing programs and/or methods. Your resume should demonstrate that you possess the following knowledge, skills, abilities and competencies (KSACs). Do not provide a separate narrative written statement. Rather, you must describe in your resume how your past work experience demonstrates that you possess the KSACs identified below. Cite specific examples of employment or experience and describe how this experience has prepared you to successfully perform the duties of this position.?
