Summary
Capital Planning Subfunction: Performs technical validation on project scope and objectives, including project cost benefit analysis and project prioritization on PGE’s capital investments. Manage intake of new capital projects and programs through ideation, evaluation, technical scope development and project authorization and ensures projects deliver on expected value and benefits aligns with corporate initiatives.

Key Responsibilities
Engineering Standards: Maintains currency in state-of-the-art engineering practices and discerns need for and provides guidance and direction to colleagues on engineering processes and standards.
Engineering Validation: Verifies a variety of complex engineering deliverables for larger or multiple projects, including establishing work plans to be applied.
Portfolio Management : Facilitatesthe portfolio intake and prioritization process, including alignment to standards. Performs technical review of proposed project or program and proposes scope changes to ensure the project delivers the expected value and benefits. Assists leadership with tracking of incoming project work. Conducts and supports regular meetings (monthly, quarterly and annually) to review new portfolio requests and determinepriority. Understands the impact of additions and/or changes on resources, construction sequencing and delivery. Works with stakeholders and functional teams to logically group projects for efficient delivery. Understands interdependencies across projects and programs.Identify and qualify project benefits and support benefits realization. Applies engineering or related experience to validate project scope and objectives.Align project or program with strategic goals.Identify and evaluate risks.Provides input and evaluation for project charter; review changes to the project environment, including schedules, priorities, tasks, etc. Lead on-site meetings to scope project/program and solicit input from subject matter experts; lead field validation efforts as needed; identify sufficient resource availability to achieve deliverables; acquire estimates for scoped projects by working with stakeholders in T&D, Substation, Generation, Transmission Delivery, Wildfire, and other departments; to ensure cross-organizational commitments are in place.Assess portfolio demands and make recommendations to Portfolio Manager and governance leadership. Ensure proper hand-off to Project Management Office.Evaluate progress against objectives throughout life of project/program and provide feedback; serves as an escalation point for high-level issues and challenges affecting project/program beyond the project manager; serves as a leadership liaison between the project team and the executive team; monitor business developments and decisions outside of project/program purview that may affect project/program; evaluate status report information; approve or deny changes to baseline plan; advise on go/no-go decisions at project gating review points.Assist project closeout report;participate in lessons learned meeting and implement applicable findings; evaluate project performance based on adherence to project specifications/success criteria; agrees to project closure and official release of resources; confirms administrative close of project; performs post-project project benefit realization analysis.
Project Coordination: Actively coordinates with other internal/external team members on complex projects, representing the team to internal and external stakeholders (i.e., regulatory, technical society, etc.).
Knowledge Sharing: Actively advances knowledge management of the enterprise and provides mentoring; participates in professional societies and technical committees and may assist with code/standard authoring; is externally recognized in the industry as a technical expert; reviews engineering work, resolves resource conflicts and identifies training needs.
Process Improvement: Creation and continuous improvement of business processes in support of the Project Delivery Framework.
Qualifications
Education/Experience/Certifications:
Requires a bachelor’s degree in electrical engineering from ABET-accredited engineering program or program accredited by an equivalent agency.
Typically eight or more years in related field.
Professional Engineering (PE) license strongly preferred; is not required.
Valid driver’s licenserequired.

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. This individual will need to be located within 75 miles from job location. However, these arrangements may change due to business needs or changes in responsibility.
Compensation Range:
$96,300.00 - $189,875.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
