Portland General Electric Principal/Senior Principal Strategy and Planning Analyst in Portland, Oregon

The Strategy and Planning Analyst role will primarily support the Distribution Resource Planning (DRP) team’s enterprise-wide distributed energy resource (DER) forecasting efforts with our flagship DER potential model, AdopDER. The position will work with a diverse set of internal stakeholders to ensure that the model results are communicated in a timely manner to support Integrated Resource Planning(IRP)/Distribution System Planning(DSP) modeling efforts, product development efforts, and company load forecasting.

In addition, this role will perform applied research for our Transportation Electrification and Demand Response / Flexible Load program planning efforts. This role will work across PGE departments with different subject matter experts in order to leverage institutional knowledge and proactively anticipate cross-functional data, analytics and information needs related to DER adoption. The role will manage and participate in a variety of DER-related projects, develop customized analytics, data, and visualizations, conduct compliance reporting, and ensure data security and integrity. This role will ensure all data used throughout the planning process is consistent, defensible and transparent. The position will be responsible for defending assumptions, methodologies, and data sources related to DERs to both internal and external groups.

Responsibilities

  • Updates our DER forecasting tool, AdopDER, which is a Python-based DER potential model that forecasts adoption and system impacts of demand response (DR), distributed rooftop solar, battery storage, electric vehicles, and building electrification.

  • Evaluates DER technology attributes (including cost, technology maturity, market share, and customer demand) for purposes of informing market sizing and product development efforts

  • Performs technical and economic analysis of resource options using simulation models to evaluate and identify the optimal mix of resources that support corporate objectives and meet applicable regulatory rules and guidelines.

  • Contributes to the formulation of long-term resource strategies in coordination with other departments like Customer Programs, Finance, Risk Management, Power Operations, T&D planning, and IRP.

  • Recommends improvements to analytical and evaluation approaches to better capture and understand the trade-offs between different supply, demand, energy and capacity resource options.

  • Contributes to emerging analysis needs related to ensuring resource adequacy of the electricity system under high penetration of variable energy resources like wind and solar, and leads analytical efforts to understand the contributions of DERs to this picture.

  • Contributes technical analyses to the IRP, DSP, Transportation Electrification, and DR/Flex Load Multi-year Plan, as well as other technical and administrative reports and recommendations at an ad-hoc nature.

  • Ensures personal technical work products meets all analytical and procedural requirements, including Oregon Public Utilities Commission (OPUC) and other state and federal requirements. Prepares graphic displays for use in presentation of study results and recommendations.

  • Conducts analysis to identify, quantify or otherwise support long-term PGE strategic objectives.

  • Conducts analysis to support the identification of near-term targets consistent with PGE’s long-term strategic objectives.

  • Provides complex analyses for individual resource and project investment decisions and commercial activities.

Qualifications

Required:

  • Education: Requires a bachelor’s degree in business, economics, engineering or related financial or scientific discipline or equivalent experience.

  • Experience: Typically eight or more years in utility or similar energy sector experience in the area(s) of engineering, power operations, economic forecasting, accounting, finance or regulatory affairs or a related field or equivalent combination of education and experience.

Preferred:

  • Advanced knowledge of PGE and western U.S loads, generation, state Renewable Portfolio Standard targets and transmission links.

  • Advanced knowledge of fundamental electricity supply and demand drivers, energy market dynamics and risk and valuation techniques for evaluating resource alternatives.

  • Advanced knowledge of resource strategy concepts and considerations to identify and evaluate potential opportunities for resource acquisition.

  • Advanced knowledge of analytical techniques and cost-modeling theory and practices.

  • Advanced knowledge of electric market modeling and forecasting tools.

  • Advanced knowledge of applicable statutes, policies, rules, regulations and codes.

  • Advanced skills in using database applications.

  • Intermediate skills with programming languages used in department.

Compensation Range:

$104,325.00 - $216,190.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
