The Position
Job Appointment: Full time, Limited Duration. This position is currently funded through 6/30/2025. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.
Work Schedule: Monday – Friday, 8 am-5 pm. An alternate schedule may be available.

Position Summary
The Shelter Operations Coordinator supports a portfolio of homeless shelter services within the ecosystem of City-run shelters, that currently include seven Safe Rest Villages, one congregate shelter, and the Temporary Alternative Shelter Sites. The Shelter Operations Coordinator is an essential member of the Shelter Services Team that is responsible for achieving a high and consistent standard of shelter services and sites that meet the needs of participants, site operators, service providers, and other relevant stakeholders across all City managed shelter. The Shelter Operations Coordinator will report to the Shelter Operations Manager. The position requires frequent collaboration and communication with City Bureaus, community-based organizations and elected officials and staff.
The Shelter Operations Coordinator works closely with all Shelter Services staff as well as non-profit and Joint Office of Homeless Services (JOHS) partners to support coordination and ensure program success. Additionally, the Shelter Operations Coordinator is responsible for supporting program agreements with internal and external partners including but not limited to leases, permits of entry, site use agreements, MOUs, and good neighbor agreements.
This is a unique opportunity to join a vibrant City of Portland team engaging in domestic humanitarian relief operations, implementing and refining real-world solutions for homeless communities based on humanitarian principles and best practices. This position will contribute to the development of context-specific standard operating procedures and ensure effective systems are in place to support effective shelter services.
As a Shelter Operations Coordinator, you will:
Coordinate reliable and cost-effective operations and effective implementation of the City of Portland’s shelter services within a designated portfolio of shelter sites, including:
Ensuring a comprehensive and effective portfolio of on-site services at City shelters that supports participants to achieve positive outcomes for housing and mental, physical, and financial stability.
Sound management of shelter operations, properties, resources, and infrastructure.
Implementation of policies and procedures for quality management and to ensure compliance requirements of City, County, and State and rules and regulations specified by permits, policies, public health requirements, and contractual obligations.
Coordinate with homeless services partners (e.g. Joint Office of Homeless Services, Multnomah County, non-profit service providers) to provide comprehensive wrap around services at shelter sites; support site service providers to overcome challenges and achieve objectives.
Collaborate with site service providers and the Shelter Operations Manager to prepare work plans that include clear deliverables, timelines, and resource requirements; continually assess and adjust priorities and work tasks to accomplish objectives independently and coordinate the work of others to meet priority milestones.
Regularly monitor shelter site operations, with a focus on business process improvements utilizing best practice approaches to accountability, transparency, and efficiencies; Contribute to the development of standard operating procedures and quality standards for the City’s shelter services portfolio.
Engage with community partners, neighbors, business owners, site service providers, as well as people experiencing or with lived experience of homelessness within the City of Portland.
Oversee real-time data to measure progress in collaboration with the Joint Office of Homeless Services data team, and develop recommendations backed by data and analysis.
Approach the work with empathy and sensitivity to the varied experiences, often traumatic, of program participants, community members, and stakeholders.
Demonstrate positive listening skills and an openness to learning from different perspectives and experiences throughout the performance of the role.

The following minimum qualifications are required for this position:

Experience with managing and responding to complex emergencies with competing priorities and deadlines, related security concerns, and appropriate responses with experience in humanitarian response.
