Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Atlantic Area, National Strike Force Coordination Center, Incident Managment Assist Team, Logistics Department in Portsmouth, VA. Responsibilities This position is located within the U.S. Coast Guard Incident Management Assist Team (CG-IMAT) Logistics Department, National Strike Force (NSF), Atlantic Area (CG-LANTAREA), based in Norfolk, Virginia. The position primarily serves as Type 1/2 surge capability in support of complex national level incidents and events such as natural disasters, a Spill of National Significance (SONS) or National Special Security Event (NSSE) Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Collecting, processing, organizing, and disseminating incident information relating to growth, mitigation, or intelligence activities taking place on the incident. Develop and maintain master chart(s) and map(s) of the incident and maintain these incident materials in the common area of the command post ensuring access by all responders. Planning and preparedness activities may occur during steady-state operations to support contingency operations and planned events, and when deployed to support response operations in response to all levels of incidents and events. Develops and maintains the local common operating picture accounts (GIS, ERMA, etc) and conducts training for unit personnel in the use of each. Improving CG-IMAT readiness by assisting operational commanders involved in national and regional large scale exercises with National Incident Management System (NIMS)/Incident Command System (JCS) oversight, support, training, or coaching as requested. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a Secret clearance. The position requires a valid state driver's license. This position may require a one year probationary period. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Specialized experience include: preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters; and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement. Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position.
