POSITION OVERVIEW SECTION

This contract provides specialized support services to a federal agency, delivering expertise in areas such as program and project management, data analysis, requirements development, and technical evaluation. The contractor will assist in enhancing operational capabilities, supporting organizational efficiency, and addressing emerging challenges critical to mission success.

Key activities include:

  • Supporting leadership with program integration and strategic planning.
  • Conducting data-driven analyses to inform decision-making.
  • Providing technical evaluation and testing support for systems and processes.
  • Streamlining requirements development and documentation.

All work will comply with applicable federal regulations and standards, ensuring alignment with the agency's objectives and operational priorities. Contractor personnel will collaborate closely with stakeholders to deliver high-quality deliverables that meet the agency's evolving needs.

Essential Job Functions

  • Partner with IS senior leadership and DCSA Chief Strategy Office staff to refine Balanced Score Card for IS, assisting the Government, as needed, as they establish a tracking mechanism with leading and lagging indicators to demonstrate progress against IS strategic goals.
  • Collaborate with stakeholders to identify requirements, develop course plans, and enhance the process.
  • Review the types of metrics pulled/utilized/needed across IS today.
  • Develop standard operating procedures (SOPs) to access data from IS systems (such as NISS, NCCS, etc.), define measurement standards, and generate ad-hoc and recurring reports and visualizations targeted to IS operators, DCSA leaders, and external (DoD/Government/Industry) stakeholders on IS performance.
  • Consolidate IS metrics responses and create visual representations of the results for submission to the DCSA front-office "Enterprise Performance Measures."
  • Collect information within IS and, as appropriate, from emerging mission areas, and provide recurring and ad-hoc metrics reporting support for IS, DCSA, and additional stakeholders.
  • Conduct trend analysis to identify challenges, shortfalls, or emerging risks (i.e., NCCS users drop by 3% in one (1) month) and work with the applicable IS stakeholders to identify the root cause for the significant change.
  • Plan and schedule work in such a manner that it promotes a smooth flow and even distribution of activities to ensure effective use of organization resources, achieve organization goals and objectives, and meets customer needs.
  • As metrics are collected, provide any suggestions or recommendations (i.e., automation tools, analytic tools, etc.) to increase efficiency and/or analysis capabilities for DCSA leadership's future consideration, if appropriate.
  • Provide Integrated Analysis of alternative and Course of action (Program and technical).
  • Support the Government lead, by guiding the development and implementation of specific engagement plans with project and program managers, clarifying the levels of engagement at various project phases to build and maintain trust with internal and external stakeholders throughout the project lifecycle.
  • Provide continued accreditation support based on the Risk anagement Framework (RMF), applying risk management throughout the system lifecycle to identify, implement, assesses, and monitor all applicable security controls. There will be government oversite and coordination with CISO/Cyber on any Information System authorization requirements, significant change requests, and data transfers that involve the DCSA systems. The contractor must author and develop all RMF artifacts required in support of accreditation including the Security Plan (SP), Security Assessment Report (SAR), Security Controls Traceability Matrix (SCTM), and Plan of Action and Milestones (POAandM).
  • Security controls must be implemented consistent with DoD IA architectures and policies, employing standard system engineering methodologies and security engineering principles. The employee must follow DoD STIG, Information Assurance Vulnerability Alert (IAVA) compliance, and NIST 800-53 standards to prevent and identify vulnerabilities and implement corrective actions.
  • Conduct quantitative and qualitative analysis throughout the development lifecycle.
  • Provide support with tasks associated with program office management, and all activities associated with program and project management, providing advice and recommendations on the management, operations, and control of existing programs and projects, and advisory support of new programs and projects.
  • Provide program management support required for several major acquisition programs, e.g., Business Capability Acquisition Cycle (BCAC) and Software Acquisition Pathway, Acquisition Category (ACAT), etc. The Contractor shall implement key disciplines and methodologies necessary for the program/project.
  • Provide Project Management Support to Governance with planning; scheduling; compiling briefing materials; meeting management; and note taking, editing, and publishing. Interact with staff and senior leaders across the agency to ensure the efficient and effective execution of the governance process.
  • Provide studies, analyses, scenarios, and reports that advise the best actions as well as interpreting results from studies, analyses, scenarios, and reports.
  • Apply mission level thinking for current and emerging projects/programs and translate stakeholder needs and expectations into statements assessing requirements.
  • Perform complex evaluations of existing procedures, processes, techniques, models and/or systems related to project/program issues which require reports and recommended solutions.
  • Analyze information from multiple sources to compile a complete and holistic solution, easily communicate recommendations and issues to staff and seniors that support the overall strategic plan.
  • Execute duties guided by DoDD 5000.01, DoDI 5000.02, DoD Issuances governing acquisition programs in the DoD Components, and other program management policies addressed in DoD 5000 and 8000 series. Not covered in this category are basic research programs.
  • Identify products and projects it completed in its Monthly Progress and Status Report IAW CDRL A004.
