U.S. Marine Corps EFMP Non-Clinical Nurse Case Manager NF4 in Quantico, Virginia

Responsibilities Under the supervision of the Exceptional Family Member Program (EFMP) Clinical Manager, plans, coordinates, and implements the overall USMC EFMP case management program by screening and reviewing enrollments and updates to Forms DD-2792, DD-2792-1, and all supporting medical, mental health, and educational reports for the purpose of non-clinical case management, program enrollment and assignment coordination using the most recent version of the International Statistical Classification of Diseases and Related Health Problems (ICD) as required. Identifies incomplete medical or educational information and coordinates with Army, Navy and Air Force Medical Departments, Installation EFMP Program Manager and/or Marine Sponsors and family members to obtain all required information. Determines status and eligibility of members enrolled, dis-enrolled or not appropriate for enrollment in the EFMP. Supports EFMP Assignment Case Managers as they make determination about the suitability of orders to both CONUS and OCONUS locations. Develops and evaluates criteria by which EFMP respite care levels and consideration for Priority Housing are determined. Recommends priority housing and modifications to housing for individual Sponsors to the appropriate Military Housing office. Collaborates with Sister EFMP Offices to advocate for the procurement of housing for Marines aboard Sister Service installations. Determines respite care levels to installation EFMP Managers for purposes of EFMP respite care reimbursement. Responds to customer inquiries/concerns/complaints regarding EFMP enrollment, disenrollment, respite care level, housing accommodations, and consideration for priority housing. Reviews and conducts research for Continuation on Location packages, coordinating with medical providers and education officials to make sound determinations about the substantial risk of transferring medical care and/or educational services during a Permanent Change of Station. Presents Continuation on Location requests to the Continuation on Location Board. Develops and delivers technical training and support for installation staff for effective program operation. Performs non-clinical case management and administrative functions in support of EFMP in three unique software systems. Manages distribution and movement of case information to ensure confidentiality and security. Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Notifies the higher-level supervisor immediately when proprietary information has been released and advises on how to properly recover, and/or protect information. Identifies and refers to appropriate TRICARE Managed Care Support Contractor Case Manager any families requiring supplementary TRICARE support to secure access to healthcare under the TRICARE Program. Coordinates with Managed Care Support Contractors to provide transition assistance for EFMs with complex medical needs. Recommends policy and procedures and advises the EFMP Clinical Manager. Assists in designing and developing HQMC and higher-level EFMP initiatives. Assists in developing plans to support EFM (Exceptional Family Member) continuum of care and case management. Reviews and analyzes data in various reports, statements, requests concerning EFM assignments and administrative matters. Develops papers, briefs, reports, decisions, and actions and keeps higher level management and military monitors informed on current and projected posture of potential assignments, and adequacy/deficiencies of the program. Compiles statistics and analyzes trends of successful and unsuccessful assignments. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or attend conferences and meetings. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's Degree (Master's degree preferred) in Nursing from a professional nursing program accredited by the Commission on Collegiate Nursing Education (CCNE), National League for Nursing Accrediting Commission (NLNAC) or Accreditation Commission for Education in Nursing (ACEN), at the time the program was completed. Active license to practice as a Registered Nurse required with at least three years of direct patient care experience and professional knowledge of a wide range of medical concepts, principles, and practices. Experience in the evaluation and support of EFMs with conditions requiring special medical attention. Knowledge of and skill to provide subject matter expertise to EFMP Assignment Case Management staff on the medical implications of cases related to continued active-duty assignment, reassignment, and relocation ensuring that the continuum of care is maintained according to the needs of the EFM. Knowledge of or direct experience with military lifestyle. Telework: Eligible for incremental telework as determined by MF policy.
