Katmai Plans Senior Analyst in QUANTICO, Virginia

SUMMARY

Support the Plans Branch in leading Marine Corps participation in the development of products associated with the Support for Strategic Analysis (SSA) process. This includes Defense Planning Scenario and Concept of Operations (CONOPS) development activities associated with strategic planning by the Office of the Secretary of Defense (OSD), the Joint Staff (JS), and Department of the Navy (DON), integrating Marine Corps concepts where applicable. This includes providing approved joint scenarios in support of Marine Corps concept development, capabilities-based assessments (CBAs), analysis of alternatives (AoAs), and other analytical efforts.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Support select joint studies to include Mobility Capability Requirements Studies (MCRS)/Mobility Capability Assessments (MCA), Operational Availability (OA) Studies/Joint Force Assessments (JFA), and Quadrennial Defense Reviews (QDR)/Program Reviews (PR).

  • Represent the Marine Corps at other OSD Policy, OSD Office of Cost Assessment and Program Evaluation (CAPE), JS, and service venues (e.g. wargames, studies, etc.).

  • Interface with Branch leadership for direct tasking.

  • Weekly coordination with On-Site PM on Branch activities.

  • Provide O-6 level document review for the Branch.

  • Monitor Contract Data Requirements Lists (CDRLs) for the Branch.

  • Integrate Marine Corps concepts, capabilities, capacities, and equities within current and developing classified Support for Strategic Analysis (SSA) and other joint products:

  1. Chairman Net Assessments (CNA)

  2. Classified Annexes (CA)

  • Assist in drafting CONOPS for SSA scenarios in development. This includes activities such as:
  1. Prepare meeting minutes.

  2. Edit PowerPoint slides.

  3. Comment on PowerPoint slides and documents.

  • Support other joint products with activities such as:
  1. Attend meetings.

  2. Prepare meeting notes.

  3. Develop Point Papers.

  4. Assist with staffing of briefings and documents.

  • Execute tasks in accordance with:
  1. Department of Defense Directive 8260.1, “Data Collection, Development, and Management in Support of Strategic Analysis, December 6, 2002”

  2. Department of Defense Instruction 8260.2, “Implementation of Data Collection

  3. Development / Management in Support of Strategic Analyses, January 21, 2003”

  • Maintain regular and punctual attendance.

  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

None.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree required.

  • Military Education commensurate to experience.

  • Must have completed professional military education at the field grade level with an emphasis on second year planner schools (e.g., School of Advanced Warfighting, School of Advanced Military Studies, etc.). In addition, personnel should have experience as the lead planner directing Marine air-ground task force (MAGTF) operational planning teams (OPTs) or joint planning group (JPGs) at the Marine expeditionary force (MEF) or Marine component level.

  • Must have an intermediate knowledge of the Microsoft Office suite.

  • Must obtain and maintain a valid secret security clearance. Certain roles may require Top Secret or Sensitive Compartmented Information (SCI) access.

  • Must obtain and maintain any necessary security access and/or background checks (U.S. citizenship required).

Job Requirements:

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

Travel to other government facilities or other contractor facilities shall be required. Travel shall be required on weekends and shall include CONUS and OCONUS locations. The expected travel time is less than 25%.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.

WORK ENVIRONMENT

Work is performed in both an office setting and occasionally in an outdoor USMC appropriate field environment. Shipboard planning sites may be a requirement, and time underway may be required as necessary. May be exposed to sharp objects, some heat, loud noise, chemicals, and vibration. Use of personal protective equipment is mandatory. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing; occasional walking or standing, occasional lifting of up to 50 lbs.
