This is a Non-Represented Position.

Summary:

This position is responsible for managing all Long Island Rail Road federally mandated training related to Passenger Train Emergency Preparedness (PTEP), Fatigue Awareness, Hearing Protection, and Security Awareness such as Active Shooter Awareness Training and Department of Homeland Security First Line of Defense Training. This position is also responsible for ensuring LIRR compliance with CFR 49 Part 239 Passenger Train Emergency Preparedness for all Train Operations (Engineers, Conductors, Train Dispatchers, etc.) employees, and all Emergency Responders within the LIRR service territory such as FDNY, NYPD, Nassau and Suffolk County Fire Academies, as well as compliance with Homeland Security National Incident Management Training. This position with serve as the LIRR lead representative regarding all aspects the First Line of Defense program funded by the Department of Homeland Security Grant including tracking reimbursables, vendor management, and safety sensitive reporting. This position will represent the LIRR Training Department on the various emergency and life safety committees, including but not limited to, Penn Station Tunnel Life Safety Task Force, Grand Central Madison Fire Life Safety Committee, Grand Central Madison Tabletop and Drill Committee, Atlantic Terminal Fire Life Safety Committee, LIRR Winter Storm Operations and LIRR Hurricane Operations. This position will coordinate, schedule, and manage emergency responder drills and training with the LIRR Office of the Fire Marshal.

Responsibilities

Responsibilities may include but are not limited to:

  • Plan, develop, implement, manage and biannual review for existing, new and mandated training for security, corporate and emergency preparedness. Provide necessary Federal and State mandated training.

  • In accordance with CFR Part 243 Training, Qualification, and Oversight for Safety-Related Railroad Employees, develop, design, implement, facilitate, evaluate all training programs relevant to all PTEP training programs to ensure standardization and content are regularly kept current and up to date with FRA regulations and LIRR Operating Rules.

  • Establish and maintain effective working relationships interdepartmentally and interagency to ensure training programs are current and within the parameters of department and external agency needs. Implement emergency preparedness and current training programs to conform to evolving standards. Support all emergency preparedness drills and events as per Homeland Security Exercise Evaluation Program Guidelines.

  • Ensure federally mandated training requirements for all Emergency Responders within the LIRR service territory such as FDNY, NYPD, Nassau and Suffolk County Fire Academies are up to date, as well as compliance with Homeland Security National Incident Management Training.

  • Manage the training and development of subordinates. Analyze and develop knowledge and skill gap training classes. Maintain staff of trainers.

  • Select, manage, develop, evaluate and motivate staff. Support career development for subordinates, provide direction to employees and develop department/section goals. All other activities as assigned by Director or senior staff.

    Qualifications:

  • Bachelor’s degree in Business, Human Resources, Education, Organizational Development, Operations Management, Occupational Safety or other related field of study and progressive related experience or demonstrated, directly related equivalent experience and education may be considered in lieu of the degree subject to approval

  • Minimum 5 years experience in Training and/or Railroad Operations

  • Valid driver’s license required

  • Fully qualified on Operating Rules and Physical Characteristics of the LIRR, including Amtrak Zone A; qualified on all LIRR equipment, air brake systems and troubleshooting procedures.

  • Subject matter expert in CFR Part 239 Passenger Train Emergency Preparedness

  • Knowledge of LIRR Fatigue Awareness, Hearing Conservation and Rail Resource Management Programs.

  • Experience in the management and training of railroad emergency preparedness and coordinating training with other agencies.

  • Ability represent LIRR Training Department in meetings and program development with consultants or managers from other departments or agencies.

  • A sophisticated understanding of situational awareness, situational leadership, and emotional intelligence.

  • Must be able to work effectively in a team environment, within and beyond the department.

  • Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities

  • Knowledge of LIRR company policy and procedures.

  • Working Knowledge of National Fire Protection Codes and Standards.

  • Must have expert knowledge of LIRR, MTA, New York State, and Federal procedures and regulations relating to security and emergency preparedness including Department of Homeland Security National Incident Management requirements and protocols.

  • Must possess National Incident Management System (NIMS) 700, 100, 200, 800,300 and Certification.

  • Effective, proven human relations, interpersonal, written and oral communications and presentation/platform skills. Ability to motivate and develop employees. Demonstrated, strong analytical and evaluative, decision making and problem-solving skills, with a high degree of integrity and strong work ethic. Working knowledge of applicable collective bargaining agreements and work rules is beneficial.

  • Must have demonstrated proficiency in computer skills.

    Preferred Qualifications:

  • Emergency Responder background desirable.

  • Knowledge OSHA 1910 General Industry and 1926 Construction Standard.

  • Working knowledge of National Fire Protection Codes and Standards

  • Knowledge of HAZWOPER Standard

  • Working knowledge of Homeland Security Exercise Evaluation Program (HSEEP).

    Other Information:

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
