Citigroup SVP, Finance Quality Assurance Testing & Validation (QATV) - Conformance Testing (Hybrid) in Queens, New York

The Conformance Testing - Fin Quality Assurance Manager , is a strategic professional who works to verify Citi’s conformance to regulatory requirements, through establishment of testing strategy and execution, stakeholder engagement, and works to drives solutions / improvements. The role resides within the Quality Assurance Testing and Validation (QATV) group within the Finance Chief Operating Officer organization. Regulatory conformance coverage includes, but is not limited to, Liquidity regulations, the Capital Plan Rule, Basel III Regulatory Capital Requirements, and Enhanced Prudential Standards. The Conformance Testing - Fin Quality Assurance Manager will be involved in the design of the testing strategy, oversee test execution, and the communication of issues to QATV leadership and Report Owners. The Fin Quality Assurance Manager will partner extensively with colleagues across Finance, Front Office – Business Lines, Technology, and Risk to implement and execute testing protocols to ensure completeness and accuracy of testing. Candidate should demonstrate the ability to work under pressure to meet tight deadlines. Candidate should have excellent people skills, given the level of interaction across the Finance functions. The Fin Quality Assurance Manager will be accountable for providing results that influence regulatory filings.

Responsibilities:

Support / Execute QATV team in enhancing and employing an "audit-style" approach to test Citi’s compliance with the U.S. Regulations

Develop testing strategy (e.g., scoping consideration, test scripts, workpaper) for in-scope regulations conformance review.

Leverage prior regulatory rules (e.g., Liquidity Regulation, the Capital plan Rule) knowledge to provide oversight/review of test execution(s) (e.g., sampling coverage, test scripts execution, variance analysis).

Identify and escalate outstanding risk/concerns identified from testing.

Develop test results summary (e.g., results metrics, results report) and socialize with QATV team members and stakeholders (e.g., report owners)

Produce presentations and gather data for use in Senior Management Level request such as: Executive Committees, Finance leadership, Regulatory Exams, and IA.

Ability to interact with individuals across Citi at all levels, businesses, and locations, providing a broad understanding of the organization while building relationships throughout Citi

Partner to drive technology updates for Business improvements.

Maintain and enhance process governance, controls and documentation; work with independent review and challenge partners

Qualifications:

Bachelor’s degree; Advanced Degree a plus.

10+ years of relevant work experience in financial services preferred.

Experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience in area of focus.

Expertise on Liquidity regulations, the Capital Plan Rule, Enhanced Prudential Standards and industry standards.

Experience in daily/monthly/quarterly submission of regulatory reports (e.g., FR 2052a, FFIEC 009/009a)

Strong financial market knowledge of fixed income, capital markets and banking products

Highly motivated, strong attention to detail, team oriented, organized.

Pro-active problem-solver who works well in high-pressure fast-paced environments.

High proficiency with Microsoft Office, particularly Excel for reporting and PowerPoint for presentation development

Strong written/verbal communications skills with the ability to articulate complex problems and solutions through concise and clear messaging

Comfortable navigating complex, highly matrixed organizations

Strong interpersonal skills for interfacing both internally and externally

CPA or CFA preferred.

$176,720.00 - $265,080.00
