About the Position: Serves as Program Analyst (Planning and Budgeting) in Army Materiel Command (AMC). AMC delivers logistics, sustainment, and materiel readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities. Responsibilities Participate in the development, coordination and implementation of DA, AMC, and DOD policies related to Organic Industrial Base (OIB) Sustainment, Modernization and all relevant Defense Industrial Base matters. Oversee capacity, workload planning and processes across Organic Industrial Base (OIB) and evaluates compliance with AMC standards and Army policy. Engage with auditors as appropriate. Conduct detailed data analysis and reporting of sustainment level maintenance requirements using enterprise resource planning (ERP) systems such as the Logistics Moderation program (LMP). Develop and analyze key LCMC cost, schedule, and performance metrics to evaluate health of the Organic Industrial Base (OIB). Acts as Subject Matter Expert (SME) on the tools, platforms, and other data-based solutions within Organic Industrial Base (OIB) Enterprise that are specific to execution of the duties related to this position. Provide briefings, preparatory presentations, and program statuses to Army Materiel Command senior leadership. Specialized Experience: One year of specialized experience which includes 1) Developing, reviewing, and/or analyzing logistics concepts, policies, procedures, reports and future plans in order to identify and address impacts to the organization based on extensive research; 2) Collecting data, conducting ERP financial/operational analysis and developing guidance for Organic Industrial Base (OIB) stakeholders on workload budgeting, planning and execution; AND 3) Evaluating and providing oversight to Organic Industrial Base (OIB) stakeholders on key performance indicators and metrics related to Organic Industrial Base (OIB) costs, schedule, performance and audit readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Research Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
