Overview

AIR is currently seeking an Independant Consultant who is a Participatory Monitoring, Evaluation, and Learning (MEL) Expert . The Idependant Couslant will support a proposed Department of State Bureau of Democracy, Human Rights, and Labor (DRL)-funded program focused on building the use of participatory MEL practices among civil society organizations (CSO) in the democracy, human rights, and governance (DRG) space through an accompaniment model. This will be a limited-term, part-time consultancy. AIR will contract directly with the Independent Consultant under a consulting purchase order agreement.

Responsibilities

Scope of work:

  • Support the project team in carrying out background research on project-relevant methodologies.

  • Participate in planning and other workshops, as required.

  • Travel for project activities, as required.

  • Support the dissemination of tools and materials, as required.

  • Support other tasks as requested by the project director.

Qualifications

Education, Knowledge, SKills, and Experience:

  • A bachelor’s degree or higher in monitoring and evaluation methodologies, public policy, sociology, or a similar field and a minimum of five years’ experience in participatory MEL, democratic evaluation, feminist evaluation and/or related activities for USG and/or donor-funded programs.

  • Experience implementing participatory MEL approaches such as Most Significant Change (MSC), Outcome Mapping (OM), Outcome Harvesting (OH), Ripple Effects Mapping (REM), life histories, sensemaking, journals/diaries and/or other participatory methodologies.

  • Experience in carrying out qualitative data collection and analysis.

  • Experience carrying out gender and social inclusion (GESI) analyses preferred.

  • Experience evaluatingDRG and Civil Society Strengthening preferred

  • Willingness to travel internationally, possibly toremote and difficult environments.

  • Strong attention to detail.

  • Excellent writing and communication skills in English and French or Arabic.

  • Ability to work in a fast-paced environment and meet deadlines.

  • Experience and/or currently located in Sub-Saharan Africa or MENA region preferred but not required.
