Leidos Proposal Lead Estimator in Remote, United States

Description

Leidos’s Office of Technology, Digital Modernization Sector team currently has an opening for a Proposal Lead Estimator with experience estimating the level of effort for digital modernization solutions and services, developing staffing plans and documenting basis of estimates (BOEs) for customer proposals.

This is an engineering level position that works with other talented engineers, developers, and data scientists to develop solutions and plans for solving some of the country’s biggest data problems, ranging from enterprise IT operations to National Defense. You will coordinate closely with business development, internal research & development (R&D), and other subject matter experts (SME) staff to support new business development. Candidates should either possess or be capable of obtaining a DoD Clearance at the Secret level.

Primary Responsibilities

•Collaborate with solution architects and subject matter experts (SME) to understand the scope of work and decompose it into its constituent tasks or activities

•Coordinate with solutions architects, business development and capture staff to align management and technical solutions with staffing plans and estimates

•Use corporate estimating tools and templates, basis of actuals, work decomposition and program schedules to estimate and document the level of effort (LOE)

•Identify areas of work scope that require additional SME support to understand requirements and apply the technical solution

•Prepare and assemble estimating instructions in a form and level of detail sufficient to meet the needs of the estimating team

•Develop and maintain parametric and other types of estimating models

•Compile inputs from individual estimators into a comprehensive estimate

•Develop work breakdown structures (WBS)

•Identify candidate past performance programs that support the LOE and staffing mix justification development

•Estimate resources such subcontractors, materials, travel and other direct costs (ODCs)

•Analyze available inputs to determine the BOE development methods

•Prepare Rough Order of Magnitude (ROM) estimates representing an approximate LOE

•Coordinating with pricing leads, finance analysts and contracts managers to develop compliant price and cost proposals

•Writing staffing narratives and rationale for proposal responses

Basic Qualifications

•BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience. May possess a Doctorate in technical domain

•Must have 3+ years of experience applying DCAA Defined Accounting and Management Systems estimating methods, such as task decomposition, parametric and analogy

•Understanding of technical principles, theories, concepts and their application across a range of Digital Modernization technologies and architectures, such as networking, cloud / data center and applications

•Experience in engineering and operations for IT systems and services, including technical planning, system hardware-software-network design, development and integration, verification and validation, and fielding

•Understanding of Federal Government contracting regulations (e.g., FAR, DFARS) and proposal submission processes (e.g., RFPs, GSA schedules)

•Ability to manage multiple deadlines and tasks simultaneously while working as part of new business capture and proposal teams

•Excellent analytical and problem-solving skills

•Excellent written and oral communication capability

Preferred Qualifications

•Experience with project management methodologies (e.g., Agile, Waterfall) and a PMP certification

•Proficiency in using industry-standard cost estimating tools and parametric models

Pay Range:

Pay Range $122,200.00 - $220,900.00
