Classification Description Summary

SUMMARY: The Housing Coordinator performs a variety of general technical duties related to the administrative and operational activities of the City of Reno’s housing program. The position is responsible for supporting the projects and programs related to housing and neighborhood development; coordinating assigned activities with other departments, outside agencies, and general public; and providing assistance by offering comprehensive case management, care coordination, and aftercare services.

Distinguishing Characteristics: The Housing Coordinator is responsible for the technical administration of assigned areas. Incumbents at this level independently perform difficult and complex duties.

Supervision Received and Exercised: Work may be reviewed upon completion to ensure compliance with housing local and federal regulations. Direction is provided at the departmental level.

Essential Functions

ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

Serve as the primary contact and liaison for the assigned functions and programs related to housing and neighborhood development; provide case management, immediate assistance, care coordination, aftercare services, and other related services to community.

Participate in the development and implementation of goals, objectives, policies, and priorities for housing department; ensure compliance with housing local and federal regulations.

Coordinator and administer the daily activities related to deposit and rental assistance for community members in need of support and guidance.

Monitor housing program effectiveness and performance; recommend and implement modifications to systems and procedures; maintain accurate activities calendar, and daily reports concerning new or ongoing program activities and assigned areas.

Coordinate assigned services and program/project activities with those of other City programs, functions, departments and staff, boards, committees, and task forces as well as external agencies, groups, and the general public to ensure effective cooperation consistent with optimal efficiency, effectiveness, and economy; coordinate data, resources, and work products as necessary and upon request in support of a productive and positive working environment; participate in representing the assigned area to public and private groups, organizations, and other City groups

Plan, direct, coordinate, and review assigned activities and operations of the department including assigned administrative support, technical, and/or programmatic service areas; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems; recommend improvements in workflow, procedures, and use of equipment and forms; implement improvements as approved.

Participate in the development of grant applications for funds available through the U.S. Department of Housing and Urban Development (HUD) and other organizations.

Assist with the budget development process and budget monitoring activities; provide assistance in the development of assigned budget; collect and analyze financial data; review and analyze budget requests and budget changes; make recommendations and obtain final approval for changes; create data tracking and reporting systems; monitor monthly status.

Prepare staff reports to the City Council regarding the City of Reno’s housing program; participate in various issues related to the City of Reno’s housing program.

Assist in the operations of unsheltered environments; respond to and resolve difficult and sensitive citizen inquiries and complaints.

Provide assistance in resolving operational and administration problems; identify problem areas and issues; conduct research to find alternative solutions; make recommendations; assist in implementation of recommendations.

Perform other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education and Experience:

Completion of a high school diploma or equivalent supplemented by course work in housing, social work, human services, public health/safety, or a related field. A Bachelor’s Degree from an accredited college or university with major course work in case management, social work, human services, housing or a related field is desirable.

Two years of experience in the area of housing, homeless services, or other related programs.

Required Licenses or Certifications:

  • Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

Ability to:

  • Coordinate and participate in the operations of housing programs, including unsheltered services.

  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

  • Understand, interpret, and apply administrative and departmental policies and procedures as well as pertinent laws, regulations, and ordinances.

  • Recommend and implement goals, objectives, policies and procedures for assigned programs.

  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

  • Maintain accurate and detailed records of plans and specifications.

  • Provide effective and efficient customer service.

  • Prepare clear and concise reports.

  • Participate in the preparation and administration of assigned budgets.

  • Work in a team-based environment to achieve common goals.

  • Coordinate multiple projects and complex tasks simultaneously.

  • Meet the physical requirements to safely and effectively perform the assigned duties.

Supplemental Information

Physical Demands and Working Environment:

  • Work is performed in both indoor and outdoor environments; travel from site to site; occasional exposure to outside weather conditions; extensive public contact.

  • Primary functions require sufficient physical ability and mobility to work in an indoor and outdoor setting; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate assigned vehicles; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
