Summary This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX)assets/material in a VA Health Care System (VA HCS) and supported catchment area. Responsibilities Oversees the management and control of non-expendable equipment for a VA Healthcare System (VA HCS) and supported catchment area. Oversees the inventory management of all NX assets throughout the VA HCS. The Material Management Section provides full Logistics and supply chain support of pre planning, preparation and equipment purchases; related supply management; and delivery services for the VA HCS and surrounding catchment area. Implements and monitors automated NX inventory management systems, including equipment accountability and data integrity. Analyzes, studies, develops, and directs systems in connection with the NX requirements in the medical center's annual budget development. Equipment accountability responsibilities may require site reviews throughout the VA HCS catchment area. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area including budget/fiscal, engineering, biomedical engineering, facilities, and clinical/administrative service staff to coordinate the management and control of the entire VA HCS and supported catchment area NX asset inventory and resolve any issues or discrepancies. Develops strategies for implementing all future NX automated replacement systems, supply technologies and/or business practices related to Material Management Section functions. Coordinates with technical specialists on evaluating the impact of anticipated new technologies on supply processes and customer services; resolves conflicting requirements of several supply program areas. Plans and directs the Capital Equipment/Asset Accountability Management Program, to include equipment Supply management accountability, maintaining a quantitative and monetary accountability for all capital and non-capital equipment, purchases from government agencies and General Services Administration (GSA), National Acquisition Center (NAC), High Tech Medical Equipment purchases, and control of Reports of Survey (ROS) for equipment loss, damage, or destruction. Provides NX expertise and serves as a key advisor on issues regarding activation and major equipment purchases. Oversees full equipment installation of all construction projects, and serves as central point of contact for disposal, Classification, segregation, redistribution of excess, scrap or salvage and utilization of a wide variety of administrative, technical, medical/surgical equipment and supplies. Manages the equipment/supplies loan program, Equipment Test and Evaluation program, Revocable License programs, delivery distribution, storage, transportation, mail center functions, warehousing, and coordinated management oversight with finance, acquisition, and monthly reconciliation of the General Ledger Accounts. Oversees undelivered orders, accounts payable, and functions related to supply management, including ordering, receiving, distribution and equipment accountability to the end of life. Oversees the Contracting Officer Representative (COR) for leased equipment and space; accountable for pharmaceutical controlled substances, and precious metals accountability. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating and executing an inventory and materials management program; directing and overseeing the lifecycle management of individual assets; conducting data/information analysis for acquisition planning; managing and controlling non-expendable equipment and assets; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position..
