ICF is looking for a Senior Project Finance Controller to join our Digital Modernization and Experience (DMX) group. You will be involved in overall direct project financial management, including project setup, budgeting, forecasting, revenue recognition, margin analysis, variance analysis and reporting, and have the opportunity to interface with operations, accounting, contracts and senior management to share financial results and identify future expectations. This position is Hybrid to our Reston, Virginia global headquarters. This a non-managerial role; reports to a manager.

Responsibilities:

• Maintain project forecasts to assist the project team with effective financial planning.

• Work side-by-side with Project Managers and serve as the Finance Representative on project teams.

• Interface and build collaborative relationships with Departments across ICF, such as Contracts, Pricing, Accounting, Project Management, and Business Unit Leads.

• Communicate with direct management regarding financial results and ensure project managers and other senior personnel are aware of risks and opportunities identified during project financial reviews.

• Review and complete timely and accurate project monthly revenue recognition procedures, in accordance with GAAP and ICF policies.

• Prepare and analyze project-based forecasting, including Estimate-At-Complete (EAC) and Estimate-To-Complete (ETC) analyses.

• Set up projects in ERP ((Deltek Costpoint) all contract types, e.g., Cost-plus, T&M, and Fixed Price, in accordance with companies internal SOX policies and procedures.

• Maintain ERP (Deltek Costpoint) project formation, i.e., contract / funding values, period of performance, business metrics, project labor categories, etc., and assure data quality.

• Ensure timely invoice processing. Work with assigned billing specialist; review and approve invoices; follow up on collections; and analyze and understand unbilled work in progress (WIP).

• Manage project subcontractor invoices, including approvals; write-ups for submission to AP; and maintenance of financial data for semi-annual subcontractor reporting (SF 294).

• Prepare and submit project monthly progress reports, financial dashboards, or other reports as required.

• Review and monitor project funding and expenditures for contract 75% Limitation of Funds notification.

• Prepare and provide necessary financial information (i.e., fee retention, final invoice review) and other related financial documentation to the ICF closeout department.

Must Have Qualifications:

• 5+ years of experience in a similar project finance role (see Responsibilities above) with a federal government contractor .

• 5+ years of experience with an ERP system.

• 5+ years of experience using MS Office applications, including Advanced Excel, e.g., VLOOKUP, Pivot Tables, etc.

Preferred Skills:

• Bachelor’s degree in Accounting/Finance, Business or related discipline.

• Recent experience with Deltek Costpoint project modules, e.g., setup, revenue processing, reporting, billing.

• Experience working with federal government contract types, e.g., cost reimbursable, T&M, fixed price.

• Experience with Federal IT Modernization contracts.

• Experience with contracts that have multiple CLIN and revenue types.

• Recent experience with TM1 or other project-based forecasting software.

• Proficient with using Microsoft Office Suite.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$87,607.00 - $148,932.00
