Pacific Northwest National Laboratory Financial Coordinator 2 - Energy Technology Deployment in Richland, Washington

Overview

The Electricity Infrastructure and Buildings Division of PNNL is accelerating the transition to a decarbonized, efficient, resilient, and secure energy system through basic and applied research. We leverage a strong technical foundation in power and energy systems and in advanced data analytics to drive innovation, transform markets, and shape energy policy.

The Energy Technology Deployment (ETD) Group, within the Division, is focused on designing, testing, and applying edge solutions to enhance the resiliency and efficiency of our Nation's infrastructure and of distributed sites that rely on that infrastructure, while paving the way for integrating large numbers of devices into a holistic energy system.

Responsibilities

The Energy Technology Deployment Group is currently looking for an experienced Financial Coordinator to support a diverse portfolio of projects that advance our mission. General responsibilities include proposal development, project documentation, tracking and reporting on the financial health of projects, providing status updates to stakeholders.

Specific responsibilities of this position include, but are not limited to:

  • Assist with proposals by generating project cost estimates, coordinating proposal development efforts, and working with the project management staff to ensure timely submittal of proposals.

  • Support project managers with the development of time-phased budgets, work schedules, work breakdown structures, and cost accounting plans.

  • Maintain, analyze, and provide monthly budget and project milestone status reports to Project Managers and external clients, as required.

  • Prepare analysis of project status to assess risk relative to cost overruns or failure to meet client milestones and deliverables.

  • Become familiar with the general technical aspects of the projects to make informed decisions required to complete the tasks.

  • Assist project managers with updates to statements of work, project control plans, and funding authorization documentation, and other planning documents.

  • Support project teams with maintaining sponsor directed processes like training, credentialing, and monthly reporting.

  • Support project managers with development and management of subcontracts and inter-laboratory funds transfers.

  • Maintain project MS Teams and SharePoint site documents, announcements, and calendars when requested.

  • Maintain extensive and frequent contact with project team, other internal stakeholders, and sponsor contacts.

  • Lead, developing plans for project and overhead budgets, and analyzing expenditures and impacts of budget changes.

  • Develop deep expertise in the use of commercially available and PNNL-specific financial and project planning and tracking tools (e.g. MS Excel, PowerBI).

Qualifications

Minimum Qualifications:

  • MS/MA or higher -OR-

  • BS/BA and 2 years of relevant financial experience -OR-

  • AA and 12 years of relevant financial experience -OR-

  • HS/GED and 14 years of relevant financial experience.

  • Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered.

Preferred Qualifications:

  • Strong foundation knowledge of project fiscal requirements and ability to apply financial concepts to diverse types of projects.

  • Understanding of how functions of a project impact all elements of project scope, schedule, and budget.

  • Experience with government contracting.

  • Experience with budgeting, forecasting and financial analysis for project or organizational budgets.

  • Experience coordinating contracts for services.

  • Takes initiative and proactive approach to tracking operational, contractual, financial, and business management requirements and financial status.

  • Demonstrated ability to quickly learn new business systems, policies, and procedures.

  • Ability to work independently, and direct workflow of others as appropriate.

  • Demonstrated success working in teams and maintaining strong communications with stakeholders.

  • Identifies improvement/efficiency opportunities and develop solutions to a range of challenges.

  • Seeks out and fosters collaborative opportunities with others. Provides training and guidance to less senior or new staff when necessary.

  • Ability to manage multiple projects simultaneously and meet deadlines.

  • Proficiency in Microsoft Office Suite, particularly MS Excel, MS Access, and PowerBI.

  • Experience in proposal development and submission.

  • Experience in a laboratory or research environment.

HSPD-12 PIV Credential Requirement

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.
