Navarro Research and Engineering is recruiting for a Safeguards and Security Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

The Safeguards and Security Specialist will implement a comprehensive safeguards and security program based on Hanford Site integration contractor-identified requirements.

Responsibilities:

  • Under general supervision, develop and maintain Navarro-ATL Security programs (OPSEC) to ensure that protective measures are commensurate with security assets. Serve as Navarro-ATL representative on Hanford Site OPSEC Council.

  • Develop and maintain the Security Awareness program for Navarro-ATL. Serve as Navarro-ATL representative on Hanford Site Security Awareness Council.

  • Implement and maintain the access control requirements for Navarro-ATL to include new facilities, security key audits and administrative access control reviews as required.

  • Maintain asset protection agreements for all Navarro-ATL accountable/occupied facilities.

  • Ensure effective company-level procedures are in place to implement Safeguards and Security (SAS) contract requirements.

  • Complete annual review and update of the Safeguards and Security Contractor Administrative Interface Agreement.

  • Oversee and implement specific areas of SAS elements as specified in the Safeguards and Security Contractor Administrative Interface Agreement.

  • Provide oversight of the Materials, Control, and Accountability program for the 222‑S Laboratory.

  • Ensure SAS self-assessments are conducted between DOE periodic surveys (quadrennial every 4 years) and include all applicable SAS topical and sub-topical elements identified on DOE Survey/Inspection Report Form DOE-F-470.8.

  • Participate in Hanford site-level, multi-contractor self-assessments.

  • Collaborate with other Hanford contractors on resolution of SAS challenges.

  • Review photographs and video for SAS issues prior to public release.

Requirements

Minimum Qualifications:

  • Bachelor’s degree (BA/BS) in related field and 5 years of related experience, or equivalent combination of education and/or experience.

  • Knowledge of DOE Order 470.4B, Safeguards and Security Program, requirements.

  • Experience supporting internal assessments.

  • Excellent verbal and written skills for internal and external customer communications.

Preferred Qualifications:

  • Bachelor’s degree (BA/BS) in related field and 8 years of related experience, or equivalent combination of education and/or experience.

  • Experience implementing contract requirements in company-specific implementing procedures.

  • Experience leading internal assessments.

Annual Salary Range (based on full-time 40 hours per week)

Grade 16: $86,138 - $108,513

Grade 17: $94,650 - $119,250

Grade 18: $104,175 - $131,425

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
