Position Summary

The Budget Office is looking for an energetic, independent, self-starter to join our team. The Financial Analyst I reports to the Budget Director and is responsible for the development, preparation, analysis, review and reporting of the University’s annual GPR and PR operating budgets. Will ensure that accurate and timely financial information is provided to unit leadership by gathering, interpreting, and analyzing date from numerous sources using advanced accounting and financial analyses. This position requires excellent written and verbal communication skills and a high level of integrity and confidentiality. The ability to provide a high degree of customer service support, promotes efficiencies and manage multiple tasks and strong organizational skills are required.

Responsibilities

Budget Development and Analyst (75%)

  • Work with Universities of Wisconsin budget office on requirements, procedures, processes, completion and submission of the annual and biennial operating budget.

  • Review and update general operations and auxiliary budget spreadsheet template for distribution to university departments.

  • Develop and maintain salary spreadsheets for Auxiliary and General Operations in compliance with budget and position controls.

  • In conjunction with Human Resources, prepare, audit and enter data pertaining to state pay plan.

  • Load, update and input budget information from multiple sources into budget spreadsheets using Microsoft Excel for department review.

  • Reconcile budget submissions and allocations for all funds.

  • Develop budget projections, expenditures analyses and recommendations based on previous expenditures.

  • Monitor expenditures against budget projections in Auxiliaries and General Operations and identify issues of concern; develop strategies to address budget issues with appropriate campus representatives.

  • Prepare analyses, reports, and compile data to support university decision making. Determine budgetary impact of policies and plan initiatives.

  • Review and explain individual department queries, comments and concerns regarding budget data.

  • Review Universities of Wisconsin auxiliary guidelines and provide interpretation.

  • Assist with the development of, and ensure compliance with academic, administrative and fiscal policies and procedures.

  • Analyze departmental budgets to determine the appropriateness and justification of changes.

  • Review and process budget transfers and changes and reconcile budget allocations as applicable.

  • Provide budget information and training to new budget managers as necessary.

  • Provide financial analyses of accounts and make decisions regarding accounts to be established, reorganized, merged, and deleted as necessary.

  • Conduct financial analyses, collecting and analyzing data for reports for campus use and by the Vice Chancellor for Finance and Administration.

  • Respond to queries regarding budget transactions. Determine action needed, when appropriate.

  • Respond and act with tact and diplomacy on behalf of Finance and Administration in handling inquiries and issues of a sensitive and confidential nature.

  • Communicate with and advise the Budget Director, the Vice Chancellor for Finance and Administration, Department Chairs and budget supervisors in budget matters including projections, budget reallocations, budget surplus and/or shortfalls with appropriate strategies to address issues.

University Processes (20%)

  • Manage and track Delegation of Authority documents for the university.

  • Manage licensing of university marks by responding to inquiries and applications, ensure compliance with royalties and licensing agreement terms, accurately record payments, provide analyses of vendors to make data driven decisions regarding licensing establishment and deletion as necessary.

  • Make deposits in compliance with cash handling policies and procedures.

Administrative Support to Budget Director and Vice Chancellor for Finance and Administration. (5%)

  • Provide administrative, clerical and research support in the daily management of the Budget Office.

  • Assist Business and Finance office with purchasing.

  • Proofread and edit communication as needed.

  • Coordinate responses to public record requests.

  • Organize division events as requested.

  • Other duties and projects as assigned.

    Knowledge Skills and Abilities

Required:

  • Bachelor’s degree in finance, business administration, accounting, management information systems or related field, or bachelor’s degree in another field with equivalent experience with budgets and complex reports.

  • Experience in complex budget development and management including the ability to develop, modify, audit and monitor budget data.

  • Ability to set priorities and manage multiple tasks, keeping multiple projects from differing sources on time to meet various deadlines.

  • Ability to analyze data and interpret accounting guidelines in the development and maintenance of department/campus budgets.

  • Advanced proficiency in MS office, specifically MS Excel to develop and maintain multiple spreadsheets, import and export data, sorting and filtering, calculations, etc.

  • Excellent interpersonal skills including listening, oral/written communication, organizational, problem solving and resolution skills.

Preferred:

  • Knowledge of and experience with university financial policies and procedures.

  • Experience with the Universities of Wisconsin budgeting process.

  • Must be highly accurate with strong attention to detail and be highly organized.

  • Effective communication skills to interact with department budget personnel to explain and finalize budget documents.

  • Knowledge of Workday.
